1. Corporate Affairs Manager

Overall job purpose

To develop and implement communications strategies aimed at the attainment of the corporation’s Strategic objectives and continuous improvement of its corporate image.

Reporting: The job holder reports to the Managing Director.

Duties and Responsibilities shall include and not limited to:-
  • Develop and implement strategic corporate communications and provide information to support the Board;
  • Devise and implement communication campaigns to the public on the functions of the Board;
  • Providing proactive public relations strategies and liaising with the media to enhance Board’s corporate image;
  • Oversee internal and external corporate events, public relations activities and manage stakeholder relationships;
  • Manage the organizations external agency, commissioning and overseeing the drafting and editing process for all internal and external press releases;
  • Identify and coordinate corporate social responsibility initiatives and other community based programmes.
Education and experience:
  • Applicants must have a Bachelors degree in Communications or related field plus a Post Graduate Diploma in communications or related fields.
  • Five (5) years of working experience three (3) of which should be in a similar or senior position in a public relations department.
  • Proficiency in Computer application packages.
2. College Dean / Registrar

Overall job purpose

Assist in the implementation and general operations of a training school for the organisation including planned expansion

Reporting: Director Training School

Duties and Responsibilities
  • Coordinating the assessment and development of academic programs for the School
  • Coordinating the development of and implementation of the schools strategic plan
  • Assist in the preparation of the schools budget;
  • Coordinating the training school planning and curriculum development
  • Coordinating the implementation of the training schools academic programmes
  • Provide general academic leadership for the training school
  • Ensure that all the necessary academic accreditations, requirements are complied with
  • Carry out the schools administration related duties-Transport Office
  • Carry out Human Resource related duties at college level
  • Deal with students Admission.
Education and experience:
  • A Bachelors degree in Education, or related field plus a post graduate Higher/Diploma Human resource management or related field from recognised institutions.
  • Five (5) years of working experience three of which should have been in a senior position at a recognized training or Education Institution.
  • Proficiency in Computer application packages
The person
  • Must possess excellent written and verbal communication skills;
  • Must demonstrate high level of maturity and integrity;

3. Senior Procurement Officer

Overall purpose of the job

Assist in Developing and implementing procurement policy and strategy, procurement planning and implementation, contract management and staff supervision among others.

Duties and responsibilities include among others:
  • Ensure procurement and disposals are conducted in accordance with the existing laws and regulations.
  • Participate in contracting process, contract implementation and contract monitoring.
  • Supervise goods warehousing, control and distribution to user departments
  • Provide guidance and Technical Advice in matters of procurement and supplies to management.
  • Prepare procurement documents such as tenders, proposals, expression of interest
  • Prepare scheduled and ad-hoc management reports and statutory returns
  • Assist in supervision and management of staff in the Department
Minimum Requirements:
  • A Bachelors Degree in a Business related field plus an advanced
  • Diploma in Purchasing and Supplies or related field from a recognised Institution, must be a member of KISM,
  • 6 years experience two of which must be at mid management level procurement position in a reputable busy organisation.
4. Procurement Officer I

Overall purpose of the job

Assist in procurement planning and implementation, stock control, development of procurement documents, and supervision among others.

Duties and responsibilities include among others
  • Ensure procurements and disposals are conducted in accordance with the existing laws and regulations.
  • Ensure efficient and effective procurement, control, and distribution of goods and services
  • Assist in Preparation of procurement documents such as tenders, proposals, expression of interest, quotations
  • Assist in Preparation of scheduled and ad-hoc management reports and statutory returns
  • Be in charge of a procurement section within the enterprise procurement Department
Minimum Requirements:
  • A Bachelors Degree in a Business related field plus a Diploma in Purchasing and Supplies or related field from a recognised Institution, 4 years experience in procurement, two of which must be at supervisory level in a reputable busy organisation.
  • Both the position of Senior and Procurement Officer would require good communication skills, ability to work under pressure and with minimum supervision.
  • Post graduate degree will be an added advantage.
5. Management Trainees

They are required in the following fields:

Finance: A first degree in Commerce or other relevant degree from recognised institution.

Operations: A first degree in Agribusiness/Agricultural economics, agriculture, commerce (marketing option), business management/administration or any other related field.

Audit: A first degree in commerce or business administration/management (Accounting/ Audit option) or any other relevant degree.

Technical: A first degree in civil engineering, or any other relevant engineering field.

ICT: A first degree in computer science, information technology or any other relevant filed.

Procurement: A first degree in procurement and supplies or any other business related field.

Security: A first degree in criminology or any other relevant field.

Research and Development: A degree in business related field, statistics or any other relevant field.

Legal (Property Officers): A first degree in land economics or related field.

Human Resource: A degree in Human Resource Management or related field.

Note: Possession of post graduate qualifications in the respective fields and ICT skills will be an added advantage for all.

Kenya Institute of Supplies Management Professional (KISMP) -Trainers in Procurement and Supply Management needed

The Kenya Institute of Supplies Management is the professional body for procurement and supply management established under the Supplies Practitioners Management Act No. 17 of 2007.

The Act of parliament provides for the registration, training, regulation, and licensing of procurement and supply professionals in Kenya.

As part of its training mandate, KISM intends to deliver the following training programs in 2012:
  1. Supply chain management,
  2. Strategic procurement management,
  3. Public procurement,
  4. Public private partnerships,
  5. Projects management,
  6. Procurement leadership,
  7. Procurement review and audit,
  8. International logistics,
  9. Integrity and ethics in procurement,
  10. Customer service management;
  11. Regional conference on procurement
To deliver these programs and others, KISM hereby invites interested trainers to express their interest in any of the fields.

The applicants should have the following minimum qualifications:
  • First degree AND a Masters degree in any field;
  • Post graduate professional qualification in procurement and supply; or in the respective field of study for other disciplines;
  • Registered member of KISM in good standing; or other professional body for other disciplines;
  • Holders of KISM Supplies Practitioners License in good standing. Those without practitioners licenses may apply to KISM in the usual manner using forms available in the KISM website before submitting their expressions of interest. Those from other professional disciplines will submit copies of the licenses from their respective professional bodies.
  • At least 8 years experience in the field of training; conversant with adult training methods.
  • The trainers should be fluent in both written and spoken English.

  • Carry out Market surveys and Procurement planning, Inventory and Stock control.
  • Formulate procurement policies.
  • Propose the membership of Procurement committees to the Accounting Officer for approval.

  • Implement Decisions and co-ordinate the activities of the Tender Committee.

  • Experience in writing narrative and financial reports.
  • High level of computer literacy, with competence in accounting for relevant accounting packages

The officer will assist and be answerable to the Finance Manager in performing the following activities:-
  • Advice management on financial issues.
  • Develop and maintain systems to ensure proper data capture, analyze and report financial performance.
  • Produce financial reports to monitor the performance of the institution, including cash flow forecast, financial statements, donor and annual reports.
  • Developing and compiling annual work program budgets, monitor variance and advise budget-holders on management.
  • Monitor expenditure and advise budget holders on budgetary controls.
  • Ensure effective collection of revenue.
  • Process payments and reconcile suppliers’ accounts.
  • Ensure bank reconciliation’s of KEWI accounts.
  • Administer the payroll.

Our client is an ICT firm based in Westlands.

The client is looking to employ a procurement officer.

The Procurement Officer is responsible for effectively manage the purchasing and supplies management functions through the application of professional procurement and inventory management practices to maximise value from externally sourced products and services.

The position is responsible for developing focused strategies for procurement of products and services, supported with favourable service agreements and to offer advice and direction to staff and management, as required, with regard to procurement in support of the business objectives.

In addition, the job must coordinate cost effective disposal of assets in accordance with Bank policies and regulations.

Duties and Responsibilities
  • Plan and carryout pre-procurement activities in line with and in support of business objectives.
  • Work closely with other departments to create and deliver procurement strategies, policies and procedures which support the aspirations of all business units.
  • Apply strategies which ensure continued supply of high quality and cost competitive products and services to the Bank.
  • Study market trends and establish practical market knowledge to determine reliable suppliers of goods and services for the Bank.
  • Facilitate user departments in needs assessment and to write clear specifications.
  • Interact with users to prioritize their needs and prepare analysis reports.
  • Develop prequalification lists according to Bank regulations and guidelines.
  • Document for approval procurement plans and schedules
  • In liaison with Head of Corporate Affairs develop tools and apply professional procurement techniques to the purchase of goods and services
  • Negotiate and apply appropriate supply agreements for goods and services. When in place ensure these are appropriately managed and updated.
  • Salary is a gross of 50-70k.
Qualifications & Experience
  • A good University degree in Procurement, Commerce, Business Administration or Accounting;.
  • A recognised professional qualification in procurement;
  • Membership of a professional procurement body;
  • Minimum of 3 years procurement experience in a senior role
  • Ability to work with suppliers and build long term competitive supply relationships.
  • Ability to analyse data and give presentations to all levels of management
  • Ability to influence, communicate effectively and work with minimum supervision.
Other Attributes

Qualifications & Requirements
  • A Bachelors Degree in a business or other relevant course.
  • A Post graduate course in Procurement/Supplies and Logistics is a must.
  • Diploma in Project Management will be an added advantage
  • MS Office proficiency especially in working with ERP’s preferably Pastel Evolution
  • Candidate must have a minimum 7 years post-graduate experience preferably in either the FMCG industry or in a busy commercial and demanding environment.
  • Experience in the construction industry will be an added advantage
  • Must be registered with CIPS, KISM or a similar body
  • Relevant experience managing a procurement and logistics / planning team
  • Highly analytical with attention to detail
  • Strategic thinking ability
  • Be able to plan and coordinate activities in multiple locations in the region, within a highly fluid and uncertain environment.

Background

The Governance Programme promotes national and local institutions and serves to steward Somalia’s establishment of good governance and public accountability in an environment where government functions are nascent or non-existent.
The Governance Programme has three components: a) Local governance; b) Somali Institutional Development Project (SIDP), and c) the Constitution project. Under the Local Governance component, UNDP together with four other UN agencies, works to place communities at the core of local development to ensure that the services provided are relevant to a given community and that the local councils are accountable to the people and transparent. Somali Institutional Development Project (SIDP) seeks to implement institutional development and capacity building by targeting the ‘machinery of government’ (parliament and central agencies), followed by professional institutions responsible for public administration. The Constitution project endeavors to promote reconciliation, peace and stability through a constitution-making process at the federal level.
 
Under the guidance and supervision of the Procurement Specialist, the Procurement Associate ensures execution of transparent and efficient procurement services and processes in the Governance programme. The Procurement Associate promotes a client-focused, quality and results- oriented approach in the Unit.
    
The Procurement Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs staff for resolving complex procurement-related issues and information exchange.

Duties and Responsibilities

Summary of Key Functions: 
 
I.     Ensures implementation of the operational strategies focusing on achievement of the following results:
 
  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.
  • CO Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management.
 
 
II.    Organizes procurement processes for Governance programme, SIDP, Local Governance, Civil society and Constitution projects focusing on achievement of the following results:
 
  • Preparation of procurement plans for the Governance Programme projects and their implementation monitoring.
  • Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
  • Preparation of Purchase orders and contracts in and outside Atlas, preparation of Recurring Purchase orders for contracting of services, vendors’ creation in Atlas. . Buyers profile in Atlas.
  • Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Presentation of reports on procurement in the Governance Programme
 
III.     Ensures implementation of sourcing strategy focusing on achievement of the following result:
 
  • Development and update of the rosters of suppliers, implementation of supplier selection and evaluation.
 
IV.    Ensures proper control of Governance Programme Assets focusing on achievement of the following result:
 
  • Preparation of inventory reports.
  • Implementation of Inventory and physical verification control in the Governance projects.    
V.    Ensures organization of logistical services focusing on achievement of the following results:
 
  • Organization of travel including purchase of tickets, DSA calculation, PO preparation; arrangement of shipments; vehicle maintenance; conference facilities arrangements.
  • Timely conducted DSA, Travel Agencies, vehicle maintenance, hotel and conference
VI.    Ensures facilitation of knowledge building and knowledge sharing in the programme focusing on achievement of the following results:
  • Organization of trainings for the operations/ projects staff on Procurement.
  • Synthesis of lessons learnt and best practices in Procurement.
  • Sound contributions to knowledge networks and communities of practice.  
Impact of Results
 
 
The key results have an impact on the overall execution of the CO procurement services and success in implementation of operational strategies. Accurate analysis and presentation of procurement information, duly organized procurement processes ensure client satisfaction and overall timely delivery of UNDP Governance programme and projects.

Required Skills and Experience

Education:          
  • Secondary Education with specialized training in procurement. University Degree in Business or Public Administration would be desirable, but it is not a requirement  
  • UNDP Procurement Certification programme
Experience:
  • 3 years of progressively responsible administrative experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems, experience in handling of web based management systems
Language:
  • Fluency in written and spoken English.
