Background

The UNDP Somalia Country Office, based in Nairobi, is looking for interns in various disciplines. Students from these disciplines are welcome to apply, and depending on qualifications, shall be selected for internships that relate either to the organization's strategic activities or to administrative or technical functions. Internships will allow the successful candidates to have the opportunity to work in a multi-cultural international organization:

Duties and Responsibilities

The main duties that the intern will be expected to carry out are:
  • Conducting research;
  • Assist in the preparation of various documentation and reports;
  • Assist in the cataloguing of information;
  • Assisting in the organization of conferences, forums or other collaborative events;

Competencies

Status
  • Interns are considered gratis personnel. They are not staff members.
  • Interns may not be sought or accepted as substitutes for staff to be recruited against authorized posts.
  • Interns may not represent UNDP in any official capacity.

Interns’ Expenses.

Interns are not financially remunerated by UNDP. All costs connected with an intern's participation in the Programme must be borne by:
  • the nominating institution, related institution or government, which may provide the required financial assistance to its students;
  • the student, who will have to obtain financing for subsistence and make his/her own arrangements for travel (including to and from the office), visas, accommodation, etc.
Insurance
UNDP accepts no responsibility for the medical and life insurance of the intern or costs arising from accidents and illness incurred during an internship. As interns are not covered under any insurance, including MAIP, they should not travel to hazardous locations in the course of their internship with UNDP.
Applicants for internship must show proof of valid medical and life/accident insurance for the duty station for which they will work. It must include adequate coverage in the event of an injury or illness during the internship which:
  1. requires transportation to the Home Country or Country of Residence for further treatment 
  2. results in death and requires preparation and return of the remains to the Home Country, or Country of Residence.
Subsequent Employment
The purpose of the Internship Programme is not to lead to further employment with UNDP but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship.
Should an offer of employment be envisaged, a 3-month break, from the end of the internship, must be respected. Interns cannot apply for posts during the period of internship.

Required Skills and Experience

UNDP may accept interns providing the following conditions are met:
Enrolment:
  • Enrolled in a bachelors/masters programme in a graduate school (second university degree or higher) at the time of application and during the internship (if a candidate is graduating before the internship period begins, they are no longer eligible); or
  • Pursuing their university/college studies, having completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree, if pursuing their studies in countries where higher education is not divided into undergraduate and graduate stages;
  • Not have graduated prior to the beginning of the internship.
Skills
  • Proficiency in English required. Fluency Somali or in Arabic is an asset;
  • Computer literate in standard software applications;
  • Demonstrated keen interest in the work of the UN, and of UNDP in particular, and have a personal commitment to UNDP's Statement of Purpose and to the ideals of the UN Charter; and
  • Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.
Duration
Internship assignments vary in length according to the availability and academic requirements of the intern, as well as the needs of UNDP. However, they will normally last no less than six weeks and no more than twelve months.
Internship assignments are available on a part-time and full-time basis throughout the year, depending on the availability of meaningful assignments and the needs and capacity of offices to receive and supervise interns.

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The UN- Women Sub-regional office for the East and Horn of Africa needs to recruit a Deputy Regional Programme Director to support its work in the East and Horn of Africa. At the country level, where UN Women does not have a presence, the Sub-Regional Office will provide integrated policy and technical support to United Nations Country Teams (UNCTs) so as to ensure a stronger, more coordinated response to advancing gender equality and women's empowerment at the national level. At the Regional level, within the UN's coordination mechanisms and regional interagency mechanisms, the Sub-Regional Office will provide technical advice and leadership so as to ensure gender equality is mainstreamed throughout the UN System's response to Member State needs and priorities.
In addition, under the UN Women's first Strategic Plan (2011-2013), the Deputy Regional Programme Director manages UN Women's sub-regional portfolio for East and Horn of Africa covering 9 programme countries - Djibouti, Ethiopia, Eritrea, Kenya, North Sudan, South Sudan, Somalia, Tanzania and Uganda.  The Deputy Regional Programme Director oversees the strategic development of the portfolio and oversight of programme implementation in the sub region, to ensure delivery of results as planned in UN Women's Strategic Plan, regional strategies and accountability framework.
The Deputy Regional Programme Director will take the lead in managing the day-to-day implementation of UN Women's Sub-Regional Portfolio, under the overall strategic guidance and direction of UN Women's East and Horn of Africa Regional Programme Director and is responsible for providing specialized technical and strategic support to the Sub-Regional portfolio in managing all aspects of program management and related activities in the office/region.

1.Advisory and technical support
  • Advise, support, guide and provide input to assure quality control in the formulation of relevant, high quality, results-based and rights-based country programs and projects;
  • Provide strategic and specialized technical advice to the Regional Director on the development of systems, processes and mechanisms to support effective program planning, implementation, monitoring and timely progress reporting;
  • Review and evaluate proposals submitted to the sub- regional office and oversee the preparation of donor proposals and reports to ensure quality, compliance with requirements as per established rules, regulations, including the commitments under relevant UNDAFs and the UN Women global Strategic Plans. Take timely action to take any corrective action to meet standards for submissions;
  • Prepare policy document, briefs and other strategic papers/materials for the Regional Director for use in the development and presentation of a coherent regional perspective to help define regional strategic and plans of action for implementation;
  • At the sub-regional level for East and Horn of Africa, assess the country level and sub-regional level annual work plans and present Regional Director with recommendations and conclusions to assist in development planning.
2.    Program management, monitoring and oversight
  • Plan, implement and/or supervise the support provided to the sub-regional portfolio, including country offices and sub-regional programmes, to ensure timely and appropriate services are provided as required. Identify areas of competencies and/or weakness to ensure focused and targeted services are provided;
  • Recommend and/or set monitoring standards, criteria and other indicators for measuring and assessing progress/results;
  • Monitor the progress on, mutually agreed results frameworks and performance indicators and timely take action/decision and/or provide timely support;
  • Lead the annual process of gathering information and prepare reports for HQ on progress of program implementation, assessing results and identifying areas for Regional Director action and/or decision to ensure achievement of results as planned and in accordance with UNW goals and objectives and accountability framework;
  • Identify areas that may require improvement and capture best practices/lessons learned, using corporate monitoring tools, as such as the Balance Score Card, Atlas Snapshot and Dashboard, Staff Surveys, Audits and other corporate reports. Take action to improve areas of weakness;
  • Manage the timely allocation of funds to sub-regions and countries. Monitor and ensure the appropriate utilization of resources approved and allocated to regional programs and projects that are managed by the SRO;
  • Substantive and good quality proposals following the established rules, and regulations, and adhering to the Strategic Plan and Annual Work plans;
  • Sustainable and solid relations developed with  counterparts, resulting in the enhanced reputation and credibility of UN Women;
  • Under the oversight of the Regional Director, backstop the Operations Manager in preparing and providing guidance to the offices on the whole process of audit exercises, oversee the collection and verification of accurate and complete documentation for audit review, advice on the preparation of responses to audit and monitor the timely and full implementation of audit recommendations and required actions.
3.    Advocacy and support to UN coordination, joint programming and reform
  • Support the Regional Programme Director and country level representatives in establishing and maintaining  effective consultations with governments, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on program development and implementation, resource mobilization and sustained partnerships;
  • Upon the request of the Regional Programme Director, represent UN Women in UNCTs  as appropriate/delegated to consult, collaborate and/or interact on common issues and activities and participate in the CCA/UNDAF process to ensure the active participation of UN Women in these processes to advance gender equity and women's human rights On behalf of the sub-regional portfolio and in partnership with country-level UN Women Representatives, actively seek out participation of UN Women in UN system thematic and other working groups to establish effective network and to keep abreast of ongoing debate and thinking on aids development, facilitate joint programming and promote UN Women competencies and interests to advance gender and women's human rights.

4.    Knowledge management and capacity building
  • Ensure regular assessments of the regional and sub-regional strategic and implementation plans. Identify lessons learned and areas of emphasis to guide program improvements and future strategic development plan;
  • Manage the process of collecting and sharing lessons learned on gender equality and women's empowerment to build knowledge and capacity of partners and stakeholders;
  • Design and implement capacity building training activities to enhance skills and knowledge in Results Based Management, Results based budgeting and systematic quality assurance;
  • Contribute to the development and maintenance of global and regional program knowledge networks and practices, and development of knowledge products.
Impact of Results
The effective support provided to the Regional Programme Director in the management of programs and operations in the office directly impact on the quality of UN Women program development, implementation and results that in turn directly impact on the credibility and image of UN Women as an effective partner for regional and country organizations and as a competent knowledge based organization on gender equity and women's human rights issues.

Summary of proposal:
 
In 2012, the UNDP Evaluation Office will conduct independent evaluations of the following programmes:
 
- UNDP Global Programme
- UNDP Regional Programmes in:
  • Africa
  • The Arab States
  • Asia and the Pacific
  • Europe and the Commonwealth of Independent States
  • Latin America and the Caribbean
 
The global and regional programmes, in addition to their development projects that are often of multi-country nature, engage in advocacy activities and provide technical and expert services to country office operations in UNDP’s  programmatic focus areas (poverty reduction, democratic governance, environment and energy, crisis prevention and recovery) as well as on such cross-cutting issues as capacity development and empowerment, gender equality, HIV/AIDS and South-South cooperation.
 
These evaluations will examine the performance of the respective programmes during the present programme cycle and analyze their strategic positioning, in order to contribute to the formulation and implementation of the new programmes, due to start in 2013.
 
Each of the six evaluations will be entrusted to an evaluation team composed of one to three independent evaluators, together with a task manager from the Evaluation Office.

Duties and Responsibilities

Outputs and timeframe:
 
Each evaluation team will be collectively responsible for: preparing a detailed evaluation plan under the guidance of the Evaluation Office (first quarter 2012); collecting and analyzing data to distill findings, assessments, conclusions and recommendations (second quarter 2012); and preparing and revising the draft report as required (third quarter 2012). This timeframe is indicative, and will be finalized upon consultations with all concerned.

Background

The Governance Programme promotes national and local institutions and serves to steward Somalia’s establishment of good governance and public accountability in an environment where government functions are nascent or non-existent.
The Governance Programme has three components: a) Local governance; b) Somali Institutional Development Project (SIDP), and c) the Constitution project. Under the Local Governance component, UNDP together with four other UN agencies, works to place communities at the core of local development to ensure that the services provided are relevant to a given community and that the local councils are accountable to the people and transparent. Somali Institutional Development Project (SIDP) seeks to implement institutional development and capacity building by targeting the ‘machinery of government’ (parliament and central agencies), followed by professional institutions responsible for public administration. The Constitution project endeavors to promote reconciliation, peace and stability through a constitution-making process at the federal level.
 
Under the guidance and supervision of the Procurement Specialist, the Procurement Associate ensures execution of transparent and efficient procurement services and processes in the Governance programme. The Procurement Associate promotes a client-focused, quality and results- oriented approach in the Unit.
    
The Procurement Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs staff for resolving complex procurement-related issues and information exchange.

Duties and Responsibilities

Background

Within the framework of the 2005 Comprehensive Peace agreement (CPA), the DDR Program (now considered Phase 1) meant to enhance short-term security through capitalizing on peace dividends through reintegrating individual ex-combatants (XCs) and Special Needs Groups (SNGs), while also contributing to longer-term peace and stability. It aimed at contributing to the implementation of the remaining CPA and post CPA by creating an enabling environment to enhance security through the provision of technical and material support to the national authorities is coming to end by December 31st 2011. 
 
On July 9, 2011 the New republic of South Sudan was born as a result of the January Referendum. A new page in the history of the country opened up along with a new direction to the DDR program in South Sudan as a new DDR policy paper has been prepared and submitted to the Council of Ministers and a participatory planning workshop for Phase 2 conducted in July-August.    
 
With support from the international community, the upcoming Phase 2 main objectives will be to disarm, demobilize and provide appropriate support to the reintegration into civilian life of the 150,000 eligible participants (80,000 SPLA and 70,000 Police, Fire Brigade and Forest Protection agents) and to contribute to the rightsizing of the New South Sudan Armed Forced (SPLA/SSAF) building an army of development.  
 
Ministry of Health (MoH), South Sudan Veterans and Disability Commission (SSDVDC) in collaboration with mainstream health facilities, specialized NGOs and other civil society organizations will have an active role in the medical and psychosocial rehabilitation activities while other line ministries and civil society organizations will be responsible to implement economic livelihood of DDR participants with disability in South Sudan. Upon signing of a letter of agreement (LOA), a disability program implementation unit will be setup at the MoH. Based on the above justification, there is a specific need to have a disability specialist and the South Sudan DDR Commission has requested UNDP to recruit a disability advisor to be seconded to the SSDDR commission.

Duties and Responsibilities

Under the overall direction of the SSDDRC Director General for Programs, the South Sudan Programme Specialist (Disability) is responsible for ensuring the overall successful support to the reintegration of persons with disability according to the UNDP implemented Annual Work Plan of SSDDRC. S/he shall perform the following tasks:
  • Lead in developing the Annual Work Plan for supporting DDR participants with disability as well as lead in developing project proposals for disability in line with UNDP or donor format as applicable.
  • Develop South Sudan’s reintegration program strategy for the DDR participants with disability in close liaison with the SSDDRC, line ministries, SPLA, UN agencies, disability commission, other specialized NGOs and relevant stakeholders;
  • Establish the classification and categorization of the disabled according to WHO standards and operationalize its implementation;
  • Conduct extensive mapping of existing service delivery capacity in South Sudan relevant medical and psychosocial rehabilitation
  • Develop and implement an advocacy and communication strategy for the DDR participants with disability in close collaboration with SPLA, Ministry of Health (MOH), UN, other national organizations and SSDDRC Public Information department;
  • Develop the capacity of SSDDRC staff and line ministries on issues relating to support for DDR participants with disability;
  • Conduct consultations with community members, DDR participants with disability SDDRC, relevant government institutions, local and international NGOs, the UN, the military and other key actors, as may be required from time to time.
  • Provide technical support to SSDDRC Headquarters and State offices on issues of disability and to foster bottom-up state-relevant planning and facilitate implementation;
  • Ensure regular and smooth flow of information on issues of DDR participants with disability between stakeholders and partners (Pact, SSDDRC, IUNNDR, other GoSS ministries and commissions, NGOs, CBOs, veterans associations, and local authorities, etc.)
  • Prepare regular periodic (weekly, monthly and quarterly) reporting to SSDDRC on the progress of the disability program
  • Support the Director General of Programs in preparing for and or/making presentations on issues of DDR participants with disability as may be required from time to time.

The Overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient way to conduct of the programs and activities of the United Nations System. UNDSS Somalia is supporting the UN Agencies through security advice and guidance so as to enable them to conduct their operations in the safest way possible. To address the need to improve the safety and security of UN and NGO staff working in Somalia, UNDSS Somalia has been conducting a pre-deployment field security awareness training to UN and NGO staff. The training, Safe and Secure Approach to Field Environment in Somalia (SSAFE –SOM), provides staff with the essential knowledge and skills to improve their ability to work safely in Somalia. Since 2008, approximately 2,393 UN and INGO staff have been trained and over half of all staff and a much larger percentage of the participating NGOs have yet to be trained.
OBJECTIVES OF THE ASSIGNMENT:
Under the overall management of Deputy Chief Security Advisor (DCSA) and direct supervision of the FSCO Training Manager, the Gender and Security Trainer will:
  • Strengthen the capacity of UNDSS-led SSAFE training to systemically integrate and apply gender sensitive/responsive activities into their training.
  • Integrate gender analysis into assessment, training programme design, implementation and monitoring.
  • Review the SSAFE training manual as well as provide input into the tools, ensuring that gender is taken into consideration and that indicators are gender-sensitive and allow for  monitoring for interventions/improvements; In a coaching capacity, work along side technical staff and participants to implement the Gender aspect.

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK:
Duties will include management and development of gender training materials. Assists in the coordination of the SSAFE training field simulations, including the following:
  • Conducting a two hour session on gender and domestic violence for up to 40 participants. 
  • Developing information on the programme by reviewing and improving existing materials, creating forum for potential, current and past participants to interact.
  • Participating in and contributing to training needs analysis and surveys to determine appropriate training strategies.
  • Providing relevant background materials and statistics on training activities for inclusion in reports.
  • Contributing to the planning, design, production review and dissemination of relevant training materials to be included in the participant handbook.
  • Conducting other security specific courses (i.e. convoy planning, hostage survival) as needed. 
  • Evaluating SSAFE participant reaction/response to the field based simulations and providing professional feedback on what is expected with reference to the lessons learnt from the theoretical training.
DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL:
The assignment will take three months (Renewable). The consultant will be based in UNDSS Somalia liaison office in Nairobi. The incumbent will not be required to travel to Somalia.
FINAL PRODUCTS
  • Conduct  training for approximately 120 UN/INGO staff in a period of 3 months on Gender / Security related issues with focus on what is relevant in a Somalia context.
  • Provide facilitators notes with Gender training modules to be used in SSAFE trainings, permitting the key SSAFE trainers to train Participants.
  • Provide a final report with a clear Action Plan and Recommendations for the continuation of the training on how to better integrate gender issues into on-going trainings.

Competencies

Experience:
  • Minimum of five years progressively responsible professional experience at the international level, with special focus on addressing the promotion of gender equality.
  • Minimum two years experience delivering trainings on gender-based programming and development of training materials; strong experience in coaching, facilitation, presentation and public speaking.

The UN- Women Sub-regional office for the East and Horn of Africa needs to recruit a Deputy Regional Programme Director to support its work in the East and Horn of Africa. At the country level, where UN Women does not have a presence, the Sub-Regional Office will provide integrated policy and technical support to United Nations Country Teams (UNCTs) so as to ensure a stronger, more coordinated response to advancing gender equality and women's empowerment at the national level. At the Regional level, within the UN's coordination mechanisms and regional interagency mechanisms, the Sub-Regional Office will provide technical advice and leadership so as to ensure gender equality is mainstreamed throughout the UN System's response to Member State needs and priorities.
In addition, under the UN Women's first Strategic Plan (2011-2013), the Deputy Regional Programme Director manages UN Women's sub-regional portfolio for East and Horn of Africa covering 9 programme countries - Djibouti, Ethiopia, Eritrea, Kenya, North Sudan, South Sudan, Somalia, Tanzania and Uganda.  The Deputy Regional Programme Director oversees the strategic development of the portfolio and oversight of programme implementation in the sub region, to ensure delivery of results as planned in UN Women's Strategic Plan, regional strategies and accountability framework.
The Deputy Regional Programme Director will take the lead in managing the day-to-day implementation of UN Women's Sub-Regional Portfolio, under the overall strategic guidance and direction of UN Women's East and Horn of Africa Regional Programme Director and is responsible for providing specialized technical and strategic support to the Sub-Regional portfolio in managing all aspects of program management and related activities in the office/region.

1.Advisory and technical support

3.    Advocacy and support to UN coordination, joint programming and reform
  • Support the Regional Programme Director and country level representatives in establishing and maintaining  effective consultations with governments, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on program development and implementation, resource mobilization and sustained partnerships;
  • Upon the request of the Regional Programme Director, represent UN Women in UNCTs  as appropriate/delegated to consult, collaborate and/or interact on common issues and activities and participate in the CCA/UNDAF process to ensure the active participation of UN Women in these processes to advance gender equity and women's human rights On behalf of the sub-regional portfolio and in partnership with country-level UN Women Representatives, actively seek out participation of UN Women in UN system thematic and other working groups to establish effective network and to keep abreast of ongoing debate and thinking on aids development, facilitate joint programming and promote UN Women competencies and interests to advance gender and women's human rights.

4.    Knowledge management and capacity building
  • Ensure regular assessments of the regional and sub-regional strategic and implementation plans. Identify lessons learned and areas of emphasis to guide program improvements and future strategic development plan;
  • Manage the process of collecting and sharing lessons learned on gender equality and women's empowerment to build knowledge and capacity of partners and stakeholders;
  • Design and implement capacity building training activities to enhance skills and knowledge in Results Based Management, Results based budgeting and systematic quality assurance;
  • Contribute to the development and maintenance of global and regional program knowledge networks and practices, and development of knowledge products.

Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
 
The scope of work of the UN Women Representative requires experience and in-depth understanding of gender equality and women’s empowerment issues, as well as management and pogramming expertise, to translate UN WOMEN's strategic plans into effective development initiatives and results.  It also requires developing mutually reinforcing partnerships with relevant Government counterparts, UN organizations, CSOs, and with bilateral and non-traditional donors in order to promote inter-agency partnerships, support for UN reform, and mobilization of visibility and resources to advance gender equality and women's empowerment.
 
Under the overall guidance of the Regional Program Director, East and Horn of Africa, the UN Women Representative will provide technical and program support services ensuring project delivery, high quality outputs, with accuracy and consistency of work for UN WOMEN's program in Sudan.  

The UN Women Representative works in close collaboration with the UN WOMEN Nairobi team in operations and program, UN WOMEN HQ units and sections. The UN Women Representative will also work with the UN Country Team for Sudan, to ensure coordination on gender equality, and to plan, exchange information and support program delivery as required by the United Nations Development Assistance Framework.

Under the supervision of the Regional Program Director, the UN Women Representative has the following key functions:
 
Strategic Programme Development and Advocacy
  • Proactively assess trends and identify emerging issues at the national level of relevance to the mandate of UN Women;
  • Lead the formulation and development of the UN Women Country Programme Strategy based on the Corporate Strategic Plan (SP) in support of gender equality and women’s empowerment;
  • Identify strategic program opportunities, and approaches and modalities to strengthen UN Women country presence;
  • Support, monitor and assure quality control in the formulation of high quality, results-based, rights-based and relevant country programmes and projects and oversee the appraisal and approval of UN WOMEN programmes in line with corporate guidelines and consistency with corporate policies and strategies;
  • Participate actively as a member of the UNCT to ensure that gender equality and women’s empowerment issues are well integrated into UN programming processes such as CCA, UNDAF / UNDAP, Country Programs, etc.
  • Assist the RC System to secure expertise that will ensure commitment, quality control and resources for gender equality outcomes, and actively participate in country level United Nations programming processes ensuring that the UN Women is strategically placed within UN planning processes, joint programmes and other inter-agency initiatives;
  • Advocate on behalf of UN WOMEN and its mandate to help raise awareness and stimulate action to advance gender equality and women's rights and form strategic partnerships with government, UN agencies, NGOs, academia, media and the private sector;
  • Carry out ongoing advocacy to ensure that UN support towards realization of the national plans and priorities are done in a gender responsive manner, and within agreed regional and international frameworks that promote and protect gender equality.
Country Program Management and Oversight
  • Lead the management, implementation and evaluation of the country strategic plan based on UN WOMEN's Strategic Plan (SP), and in line with regional and national priorities and in consultation with government, civil society and UN partners and stakeholders;
  • Manage ongoing program activities on gender equality and women’s empowerment and ensure delivery of agreed results;
  • Ensure UN Women’s strategic and technical support to government counterparts, non state actors and UN agencies through direct involvement and provision of advisory services as needed;
  • Oversee, monitor and assure quality control in the implementation of high quality, results-based, rights-based and relevant country programs and projects in line with corporate guidelines and consistency with corporate policies and strategies.
  • Ensure that the Country Program Office has the human and financial resources and capacities needed to respond to requests for assistance and to deliver on its commitments to support and advance gender equality and to participate effectively as a member of the UN Country Team;
  • Manage staff and office in an empowering and effective manner;
  • Manage the Country Office resources and administration to ensure proper utilization of allocated funds and accountability;
  • Use corporate monitoring and oversight tools to identify areas which need improvement;
  • Contribute to regular assessments of the regional, sub-regional and country strategic plans and implementation plans and identify lessons learned and areas of emphasis to underpin consistently improved programming and future Strategic Plan development.
Representation and Partnership Building
  • Represent UN Women in UN Country Team meetings, and system-wide inter-agency task forces to contribute to strategic and policy discussion on gender equality, and women empowerment issues;
  • Represent UN Women at inter-agency, intergovernmental, international, regional and national conferences and meetings and advocate UN Women's policy and initiatives in advancing gender equality and women’s empowerment;
  • Forge strategic partnerships at the county level to promote gender equality and women's advancement through joint projects and interagency efforts;
  • Maintain active relationships and partnerships with National Government Counterparts, UN System, and agency partners, inter-governmental and non-governmental organizations, institutes and academia on women’s issues to enhance collaboration, resource mobilization and share and influence agenda and priority setting;
  • Forge strategic partnerships with Government, UN agencies, NGOs, academia, media and private sector to stimulate action to advance gender equality and women's rights.
Knowledge Management and Reporting
  • Manage the process of collecting and disseminating lessons learned on gender equality and women's empowerment strategies and contribute to UN Women's knowledge management efforts;
  • Lead and manage the preparation of UN Women country reports as required, ensuring relevancy, quality and appropriateness of content and presentation;
  • Work with relevant UN Women units to identify and disseminate best programme and management practices;
  • Lead the development and expansion of knowledge management strategies and methodologies at the country level;
  • Contribute to the development and maintenance of global, regional and national knowledge networks and practices;
  • Produce knowledge products to meet UN Women needs and standards of quality.

Required Skills and Experience

Education:
  • Master’s degree (or equivalent) in a social sciences, economics, gender issues, or other development-related fields.
Experience:
  • A Minimum of 10 years of progressively responsible experience on gender programming issues, including 5 years field experience on gender equality and women’s rights issues with an international organization.
  • A minimum of 5 years experience in management at senior level
  • Gender analysis and mainstreaming in programming and implementation, knowledge of legal and policy framework on women's rights and roles and analytical skills particularly in post-conflict  and peace building environments
  • Substantive knowledge and experience related to current policies and practices in the fields of women's rights, gender equality programming, and mainstreaming gender in governance, economic management and capacity development nexus
  • Proven experience in advocating for women's empowerment and rights along with gender equality programming in developing countries, including in-depth knowledge of regional organizations and women's organizations working on gender, governance and human rights
  • Knowledge of UN policies and procedures
  • Strong communication skills, with proven expertise in writing cogent and convincing policy and programme documents for development practitioners
  • Strong familiarity with UN inter-agency cooperation would be an asset.

Language Requirements:

Background

The analysis of climate data undertaken during the Rwanda National Adaptation Programmes of Action (NAPA) preparation which is based on the initial National Communication published in September 2005 shows that the period between 1991 and 2000 has been the driest since 1961 and has shown marked deficits in 1992, 1993, 1996, 1999 and 2000. At the same time, rainfall excesses were highlighted in 1988 and 2001 resulting in cyclic droughts and floods.
 
According to the report of the Second National Communication related to Climate Change (REMA, 2010), the analysis of the mean annual temperatures (1971-2007) from the Kigali Station and of Kamembe station shows a clear increasing tendency in rainfalls. In fact, it can be observed in the case of Kigali Airport for instance that the average value was 19.8°C in 1971 and 21.0°C in 2009. This reveals an increase of 1.2°C in 39 years while the global warming is only 0.8°C in 150 years.
 
Generally, recent testimony on climate change in Rwanda indicates that:
  • Temperature increased with high frequency of warm days exceeding 30°C; this is likely to impact on increase of malaria and other diseases related to warm weather.
  • The number of annual rain days decreased and this is likely to impact negatively on agricultural productivity as crops requires the quantity of water within the given number of days.
  • At the same time the frequency of torrential rain increased with daily rainfall quantity sometimes exceeding the total monthly rainfall; this is natural disasters caused by floods including soil erosion.
  • The number of dry spells during rainy season increased affecting poor performance of crops.
  • In most cases we are observing late onset of rainfall and/or early rainfall cessation during rainy season and this also affect poor performance of agriculture productivity.
 
Considering the above observation, proper actions need to be taken to adapt various negative impacts that might be caused in Rwanda by the climate change including installation of a proper monitoring and predicting system on possible climate change impacts.
 
Under the above situation, GoR has obtained opportunities to establish the ‘Reducing Vulnerability to Climate Change by Establishing Early Warning and Disaster Preparedness Systems and Support for Integrated Watershed Management in Flood Prone Areas’ supported by the Least Developed Countries Adaptation Fund under the Global Environment Facility (LDCF).
 
To ensure effective and efficient implementation of the project, a Chief Technical Advisor for LDCF Project is being recruited to provide advisory on Climate Change Adaptation for LDCF project as stipulated in the specific ToRs as outlined here below.
 
The Chief Technical Adviser (CTA) will be responsible for providing overall technical backstopping to the Project. He/She will render technical support to the National Project Coordinator (NPC), staff, the Project Board and other government counterparts. The CTA will coordinate the provision of the required technical inputs, reviewing and preparing Terms of Reference and reviewing the outputs of consultants and other sub-contractors. The CTA will be an experienced expatriate. He/She will report directly to the NPC and may consult with the UNDP in case of conflict or delicate issues.

Duties and Responsibilities

With support of SPIU Coordinator and LDCF Project manager, the Chief Technical Advisor for LDCF Project will conduct all necessary advisory activities to smoothly implement the LDCF project and will provide guidance on the day-to-day
implementation of the Project activities and on parallel co-financing initiatives.
Project implementation
  • Provide technical expertise and strategic guidance to all project components, assuming quality control of interventions, and support the Project Manager in the coordination of the implementation of planned activities under the LDCF projects as stipulated in the project document/work plan;
  • Provide technical inputs into the work of the multi-stakeholder coordination mechanism at all levels and other relevant institutions under the LDCF framework;
  • Give input into the development of technical training packages for all target groups and provide peer review function; in certain cases carry out selected training events;
  • Advise on key policy and legal issues pertaining to the project;
  • Develop Terms of Reference for consultants and sub-contractors, and assist in the selection and recruitment process;
  • Provide technical supervisory function to the work carried out by the other technical assistance consultants hired by the project.
  • Coordinate the work of all consultants and sub-contractors, ensuring the timely delivery of expected outputs, and effective synergy among the various sub-contracted activities;
  • Ensure that technical contracts meet the highest standards; provide input into development of Terms of Reference for sub-contracts, assist with selection process, recommend best candidates and approaches, provide technical peer function to sub-contractors; provide training and backstopping where necessary;   
  • Assist in mobilizing staff and consultants in the conduct of a mid-term project evaluation, and in undertaking revisions in the implementation program and strategy based on evaluation results;
 
Project management and monitoring
  • Provide hands-on support to the NPC, project staff and other government counterparts in the areas of project management and planning, management of site activities, monitoring, and impact assessment;
  • Assist the NPC in the preparation and revision of the Management Plan as well as Annual Work Plans (AWPs);
  • Assist the NPC in monitoring the technical quality of project M&E systems (including AWPs, indicators and targets).
  • Assist the NPC in adjusting the project Results Framework, as required and in line with corporate requirements;
  • Coordinate preparation of the periodic Status Report when called for by the NPC;
  • Assist the NPC in the preparation of the Combined Project Implementation Review/Annual Project Report (PIR/APR), inception report, technical reports, quarterly financial reports for submission to UNDP, the GEF, other donors and Government Departments, as required;
 
Relationship building
  • Assist the NPC in liaison work with project partners, donor organizations, NGOs and other groups to ensure effective coordination of project activities;
  • Engage on and contribute to policy dialogues at all levels, including the national level;
 
Communication
  • Assist in knowledge management, communications and awareness raising and document lessons from project implementation and make recommendations to the Project Board for more effective implementation and coordination of project activities.

  • Demonstrated experience of working with climate information systems and adaptation planning processes.
  • Demonstrated experience in project development, implementation and management.

  • Proven experience drafting technical reports or scientific papers.
  • Proven experience in developing consultancy works on climate change and adaptation.
Language:
  • Excellent working knowledge of English and track record in producing English-speaking communications and reports
  • Exposure to multilateral projects;
In addition, proven experience of the following is desirable:
  • Previous experience with UN funded projects;
  • Experience of working and collaborating with governments;
  • Experience in working in Africa;
  • Ability to effectively coordinate a large, multidisciplinary team of experts and consultants.
