Background and Job Purpose

Under the guidance of the UNFPA Representative and the Deputy Representative performs senior-level administrative duties as well as organizational and coordinating functions; is responsible for protocol matters and the effective functioning of the office of the Representative.

Duties and Responsibilities

Communication
  • Keeps track of correspondences requiring action, follow-up and provide feedback to the Representative in good time for respect of deadlines.
  • Drafts non-substantive correspondence at own initiative and ensure follow-up. Performs tasks with minimal supervision.
  • Types correspondence, documents and reports.
  • Undertakes timely and professional preparation of outgoing mail for the Representative and Deputy Representative.
  • Manages all internal and external queries and requests, responding and re-directing accordingly.
  • Screens telephone calls, and answer queries with tact and discretion.
  • Reviews correspondences and leave requests to ensure that they are correctly typed and completed before presentation for Representative’s approval.
Calendar and Agenda/Internal Meetings:
  • Schedules meetings for the Representative and Deputy Representative, and maintains their calendars.
  • Manages requests for meetings by key stakeholders, office staff and partners and other outside parties.
  • Maintain a weekly schedule of all official meetings involving staff participation and maintains the weekly matrix of actions to be taken by staff.
  • Participates in Programme Meetings and follows up on relevant actions raised. Inform staff of such meetings in advance.
Protocol:
  • Coordinates protocol matters efficiently in liaison with the Operations Unit. Prepares relevant correspondence to the Ministry of Foreign Affairs and undertakes follow-up action. Receives high delegation missions with a high level of professionalism.
Travel Arrangements:
  • Undertakes all travel arrangements for the Representative and Deputy Representative, namely; follow up on ticket, visa, travel authorization and DSA, hotel and other transport requirements (airport transfers). Follows up to ensure that Travel Claim Forms and Travel Reports are submitted in a timely manner.
  • Prepares detailed itineraries for official missions for use by the Representative and Deputy Representative.
  • Prepares and processes Travel Authorizations (local and international) for all staff due to take up missions.
Event Coordination/Public Relations/Internal Meetings:
  • Proactively undertakes, in liaison with the operations unit, preparation, facilitation and coordination of hospitality functions, donors and stakeholders meetings.
  • Receives, reviews and appropriately direct official invitations to events, meetings and hospitality functions.
  • Undertakes appropriate research for the Representative and Deputy Representative in regards to invitations received in order to avail adequate information.
  • Assists in the development of background material for presentations in relations to events, meetings, conferences.
  • Receives guests/delegations/missions while projecting a positive image of the organization.
  • Prepares presentable detailed itineraries/programmes for events, meetings, conferences, dinners, among others
  • Maintains relevant events databases e.g. guest lists, invitations list distribution, name badges, seating plans etc.
  • Coordinates with the Operations Unit (Procurement) to ensure venues are secured for events.
  • Provides logistical support for various international/local meetings, workshops, etc.
  • Provides backstopping assistance to organizing seminars/workshops for UNFPA office/Projects.
  • Participate in the Quarterly meetings organized for the UNFPA-Funded projects and office retreat.
  • Liaise closely with and support the Resident Coordinator’s Office on special events, meetings, missions and update UNFPA Representative on a daily basis.
General Administrative Work:
  • Maintains confidential work and files for UNFPA Representative and Deputy Representative.
  • Maintains important contact details (SMT/UNCT/Donors/Partners/Key Stakeholders) for easy access and use by the Representative and Deputy Representative.
  • Prepares briefing materials for Representative/Deputy Representative for use on their official trips or special meetings.
  • Ensure that relevant factual information, briefs and supporting documentation is provided for meetings and events.
  • Coordinates transport requirements for the Office of the Representative and Deputy Representative.
  • Liaises with the operations unit as necessary with regards to office requirements.
  • Performs liaison duties with other units. Assists other Administrative/Programme Assistants in the logistics for preparations/arrangements for incoming/outgoing mission and staff from Headquarters, Africa Regional Office and Sub-Regional Office.
  • Provides backstopping assistance in organization of meetings, workshops and seminars.
  • Participates in the quarterly meetings organized for the UNFPA-Funded projects and office retreats and follows up on actions from decisions reached.
  • Manages filing and records.

Qualifications

  • Minimum 5 years of professional experience as a Personal Assistant/Executive Assistant to the Representative/Director General/Managing Director/Chief Executive Director of a busy Corporate firm/UN Agency/International Organization.
  • Additional qualifications such as diploma/certificate in communications, public relations are desirable.
  • Strong writing and oral communication skills.
  • Proficiency in word processing and other computerized applications.
  • A good command of the English language, both written and spoken, good drafting skills and preferably a working knowledge of a second UN language; knowledge of Kiswahili.

I. Background

Under the guidance of the RPD, the Programme Analyst acts as a manager of and advisor to Senior Management on all aspects of Sub-Regional Office (SRO) Programmes, oversees the programme portfolio for all Country offices in the Region.

The main role is to manage country programmes including continued monitoring of implementation.

The Programme analyst leads the programme team in strategic planning and identifies new programme areas while ensuring consistency with UNDAF/ CPD priorities and creative responses to emerging challenges and opportunities.

The Programme Analyst heads and supervises Programme team and works in close collaboration with the Management Support and Business Development, Operations team in the SRO, Programme staff in other UN Agencies, UN Women HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UN Women programme in the Region.

Qualifications
  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field
  • 7 years of relevant experience at the national or international level in providing management advisory services.
  • Hands-on experience in design, RBM, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.

Position Summary

The Program Director will have overall leadership responsibility for Horn Relief’s programs. The program Director will play a critical role in the development and implementation of strategies necessary to further develop Horn Relief’s portfolio in the countries as the implementer of choice for the donors and government.

The program Director will be a Senior Member of Horn Relief’s structure, with overall responsibility for the program and capabilities with significant expected growth. This position requires the demonstrated ability to develop long term vision and strategic planning, provide leadership for the organization’s programming, and a high level of financial and operation planning including programme quality and learning.

The position is based in Nairobi, and reports directly to the Executive Director at Horn Relief’s headquarters in Nairobi, Kenya.

Position purpose
  1. To manage, deliver and report on Horn Reliefs current operations in the region, being responsible for the implementation and delivery of successful programs and partnerships and the resulting development outcomes
  2. To establish, build and lead the development of a cohesive appropriate and transformative regional program
  3. To work as part of Horn Relief’s Senior management Team (SMT), refining, developing and improving program approaches and systems supporting the Executive Director to build and deliver the most effective and sustainable development interventions
Specific Roles and Responsibilities

Leadership and strategy development
  • Responsible for the strategic development, management and implementation of all country programs consistent with Horn Reliefs Vision, mission and policies
  • Provide vision and strategic development for Horn relief programs including leading on programme quality, monitoring and evaluation and learning
  • Lead and work with the multidisciplinary team (in-house and in-country) to ensure strategies, business plans, and timelines are embraced and implemented.
  • Provide economic and political analysis as needed to ensure Horn reliefs strategic positioning.
  • Contribute to the overall management of Horn relief, deputizing as Executive Director as requested
Programme and technical management
  • Implement and manage timelines and workflow processes that ensure deliverables are completed on time and within budget.
  • Design organizational structures (in-house and in-country) that ensure clear lines of responsibility and provides effective communication.
  • Responsible with Country Directors for programme quality including monitoring evaluation and learning, accountability, partnerships, alliances, communications and programme cycle management
  • Ensure appropriate programme development, technical, communication and advisory support is available to country and regional programs, in line with organizational priorities
  • Lead on the development of mechanisms to support across team working and coordination
  • Provide leadership for humanitarian response programs as and when necessary
Budget and resource planning
  • Ensure good planning and budgeting at regional and country levels and compliance to Horn relief and Donor standards and procedures
  • Oversee timely and accurate monthly reporting and effective financial management of all resources allocated to the country programs
  • Ensure compliance of the country programs, with all Horn relief and donors policies and procedures for financial and asset management
  • Prepare with country teams, annual country budgets for the country program, assessing costs and budget/expenditures from projects and asset inventory.
External relations and new business development
  • Develop current and future growth plans for Horn Relief’s program, ensuring that those plans conform to the overall strategic plan of the organization.
  • Support new business development opportunities in preparing and delivering proposals and partnerships.
  • Ensure staff with the relevant authority, are properly trained in proposal development and presentation.
  • Develop and maintain close working relationships with donors, government and other stakeholders as may be appropriate.
  • Represent the organization in all high level meetings as well as relevant policy and strategy exchanges.
Human Resource management
  • Line-manage and support Horn Reliefs Country Directors and ensure appropriate and effective performance management systems are in place in each country team.
  • Work with country Directors and HR department to develop succession planning and staff development in each country team.
Skills and Qualifications
  • Post graduate degree, in Social Sciences, International development, Project Management, and/or Public Administration or other relevant field.
  • Minimum 10-years’ experience in team leadership/project management roles with at least 5 years of experience in the field, a Country Director position or equivalent would be an advantage.
  • Strong operational management experience and capability (finance, people, fundraising), including geographically remote management
  • Proven financial management, information management, and systems management experience essential
  • Proven strategic design and management skills. Including good programme and human resource development ability
  • Understanding of the countries in which Horn Relief operates and sensitive to the socio cultural context
  • Demonstrable strategic thinking and leadership ability
  • Excellent analytical and critical thinking ability
  • Excellent communication, interpersonal and influencing skills. Well-developed ability to motivate and persuade at high levels
  • Proven ability to lead and work effectively with others to achieve results
  • Wide range of programme development and implementation experience at a senior level (e.g. at Country Director Level) – including humanitarian, Campaign and policy experience desirable. Good knowledge and experience of strategic planning.
  • Understanding and experience of institutional fundraising
  • Strong mentoring, capacity building, coaching and facilitation skills
  • Good self awareness
  • Proven decision making capability working with significant levels of autonomy
  • Understanding of, and strong track record of, implementing Monitoring, Evaluation and Learning and Project Cycle Management
  • External representation experience and ability to represent in high profile environments (e.g. media, advocacy at national level)
  • Fluent written and spoken English
  • Ability to undertake significant unaccompanied travel away from Home base, particularly in support of Country Programs

Background

The Governance Programme promotes national and local institutions and serves to steward Somalia’s establishment of good governance and public accountability in an environment where government functions are nascent or non-existent.
The Governance Programme has three components: a) Local governance; b) Somali Institutional Development Project (SIDP), and c) the Constitution project. Under the Local Governance component, UNDP together with four other UN agencies, works to place communities at the core of local development to ensure that the services provided are relevant to a given community and that the local councils are accountable to the people and transparent. Somali Institutional Development Project (SIDP) seeks to implement institutional development and capacity building by targeting the ‘machinery of government’ (parliament and central agencies), followed by professional institutions responsible for public administration. The Constitution project endeavors to promote reconciliation, peace and stability through a constitution-making process at the federal level.
 
Under the guidance and supervision of the Procurement Specialist, the Procurement Associate ensures execution of transparent and efficient procurement services and processes in the Governance programme. The Procurement Associate promotes a client-focused, quality and results- oriented approach in the Unit.
    
The Procurement Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs staff for resolving complex procurement-related issues and information exchange.

Duties and Responsibilities

Summary of Key Functions: 
 
I.     Ensures implementation of the operational strategies focusing on achievement of the following results:
 
  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.
  • CO Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management.
 
 
II.    Organizes procurement processes for Governance programme, SIDP, Local Governance, Civil society and Constitution projects focusing on achievement of the following results:
 
  • Preparation of procurement plans for the Governance Programme projects and their implementation monitoring.
  • Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
  • Preparation of Purchase orders and contracts in and outside Atlas, preparation of Recurring Purchase orders for contracting of services, vendors’ creation in Atlas. . Buyers profile in Atlas.
  • Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Presentation of reports on procurement in the Governance Programme
 
III.     Ensures implementation of sourcing strategy focusing on achievement of the following result:
 
  • Development and update of the rosters of suppliers, implementation of supplier selection and evaluation.
 
IV.    Ensures proper control of Governance Programme Assets focusing on achievement of the following result:
 
  • Preparation of inventory reports.
  • Implementation of Inventory and physical verification control in the Governance projects.    
V.    Ensures organization of logistical services focusing on achievement of the following results:
 
  • Organization of travel including purchase of tickets, DSA calculation, PO preparation; arrangement of shipments; vehicle maintenance; conference facilities arrangements.
  • Timely conducted DSA, Travel Agencies, vehicle maintenance, hotel and conference
VI.    Ensures facilitation of knowledge building and knowledge sharing in the programme focusing on achievement of the following results:
  • Organization of trainings for the operations/ projects staff on Procurement.
  • Synthesis of lessons learnt and best practices in Procurement.
  • Sound contributions to knowledge networks and communities of practice.

The key results have an impact on the overall execution of the CO procurement services and success in implementation of operational strategies. Accurate analysis and presentation of procurement information, duly organized procurement processes ensure client satisfaction and overall timely delivery of UNDP Governance programme and projects.

Required Skills and Experience

Education:          
  • Secondary Education with specialized training in procurement. University Degree in Business or Public Administration would be desirable, but it is not a requirement  
  • UNDP Procurement Certification programme
Experience:
  • 3 years of progressively responsible administrative experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems, experience in handling of web based management systems
Language:
  • Fluency in written and spoken English.

Background

Competency based interviewing is one of the ways UNDP assesses staff to fill vacancies across UNDP. This procedure is designed to ensure a competitive selection process for our rotational vacancies by establishing uniform selection procedures across the organization.
 
The Human Resource unit within the Bureau for Development Policy of the United Nations Development Programme is looking for consultants to support the interview process, specifically on note taking and writing interview reports.  Several interview report writers are needed.

Duties and Responsibilities

  • Takes objective and clear notes for up to 25 interviews during the contract duration identifying strengths and weakness of candidates as measured against articulated competencies;
  • In consultation with the Human Resource representative on the interview panel, drafts the interview report in a concise and accurate manner;
  • Prepares the interview report on a standard template the same day, when possible, or by the next day and then circulates to panel members for comments;
  • Coordinates edits/changes to the interview report and submits final report to OHR representative.
Report writers must disclose any perceived or actual conflict of interest on any panel they are assisting with.

Background

The JPLG works to ensure transparent, accountable and efficient local service delivery, by working at the following different enabling levels :
  • Improving the legislative and regulatory framework for decentralized service delivery in all three zones of Somalia;
  • Improving the capacity of existing and upcoming district councils; 
  • Providing funding for service delivery through districts councils; and
  • Developing the capacity of communities to generate the demand side governance at the local level.
The JPLG plans to cover all areas of service delivery which have been assigned to the districts councils from basic social services to conflict resolution and land dispute settlement. Special emphasis has been placed on ensuring the rights of women and addressing gender issues in the JPLG2.6 Decentralization in Somalia is a response to the wide spread rejection of the centralized system of Somalia’s last central governments of 1961 – 1969 and 1969 -1991.  Since the early nineties the establishment of local governance structures has proceeded at different paces and depth across the country. Today’s vision of local governance is the establishment in all Somalia of effective local governance systems and the support to existing systems that are participatory, that facilitate the delivery of good quality, reliable, affordable and sustainable services to Somali people - and that locally elected bodies at the district level are accountable and transparent to the people.   
 
In June 2011 DFID informed the JPLG that new funds for JPLG from DFID would not be able to be spent on the LDF until a fiduciary risk assessment was undertaken. Subsequent agreements were  made with DFID that in addition, the DFID funds available to UNCDF in 2011/2012 could only be spent on conducting such an assessment, that the DFID funds to UNDP were not to be spent on direct transfers to ministries, that the risk assessment would commence in 2011 once the new DFID funds arrived and that this fiduciary risk assessment must cover the following elements:
  •  The transfer of district based basket funds from UNDP in 2009 and 2010 and then LDF funds from UNCDF from 2011 onwards to the respective District located Dahabshiil accounts
  • The transfer of funds from UNDP to respective ministries’ Dahabshiil accounts in south central Somalia, Somaliland and Puntland
  • The transfer of central government funds in Somaliland and Puntland, using the central bank system to JPLG target districts.
Therefore these terms of reference have been prepared to contract a company which can undertake this fiduciary risk assessment.
 

Duties and Responsibilities

  • The Consultant will also hold meetings with respective UN Agencies to hear their concerns or areas to pay more attention to, and with officials of the District and National level institutions, to understand how cooperation with the UN Agencies is managed, and any issues of concern they may have.
  • Upon completion of the draft report, the Consultant should first hold a debriefing meeting with the District and National level institutions to discuss findings and recommendations for future improvements, as well as to seek their feedback thereon.   
  • The Consultant will then meet with the Agencies to discuss the draft report prior to its finalization.
  • Through interviews and review of progress reports prepared by the District and National level institutions, establish whether activities were implemented as planned, and where activities (timeliness, type, quantity) deviated significantly from the original AWP(s), establish why. 
  • Review the systems of monitoring progress and review of reports, including field monitoring visit reports and progress reports, to assess whether the District and National level institutions met its responsibilities for monitoring as described in the AWPs. 
  • Review whether recommendations recorded in field/project monitoring reports or minutes of meetings between the District and National level institutions and the Agency(ies) have been implemented.
  • Identify gaps in the ability to design household surveys. Justification as well as data collection instruments such as questionnaires, focus groups sessions, key informants and participant observation etc.
  • Identify weaknesses and capacity gaps in terms of staff qualifications; human resources base and financial skills levels, including recommendations on required skills mix and trainings for staff development; 
  • Specific tasks that will facilitate an overall review of the District and National level institution’s capacities in financial management
  • Access to the Institutions’ Documentation: The consultant should have full and complete access at any time to all records and documents (including books of account, legal agreements, minutes of committee meetings, bank records, invoices and contracts etc.) and all employees of the District and National level institutions. The consultant should be advised that he/she has a right of access to banks and depositories, consultants, contractors and other persons or firms engaged by the programme/project management. If the consultant is not given unrestricted access to any records, person or location during the course of the assessment, this restriction should be clearly defined, with reasons, in the report. Upon commissioning, the consultant will be briefed by UNCDF who will also supervise the assignment on a daily basis. The mission team will be expected to study the listed documents.
  • The consultant will hold consultations with relevant stakeholders and officials at national and district levels cutting across the four stakeholder groups of public officials, development partners and the private sector and Civil Society.
  • The consultant will present the draft Project document to an internal UNCDF meeting for quality assurance.
  • A validation meeting will be held with a wider constituency of stakeholders to consider the proposed interventions. Participants will include representative from the central ministries, agencies and Local Government officials, Civil Society, NGOs and the Development Partners.

Outputs

1. Inception report – within the first 10 days of the assignment which includes how the consutlant’s will address the TOR and their detailed workplan and schedule.
2.  A draft technical Fiduciary Report on the key institutions involved in the management and implementation of the public financial system especially those with specified roles in the management of the LDF.  The report should cover their system of accounting, reporting, auditing, and internal controls, and concludes with a statement of the overall risk related to cash transfers; the risk rating can be low, moderate, significant or high.
 
The report must include:

a. Executive Summary – one page
b. Brief on the situation of  the Public Financial Management system in Somalia 
c. A summary of the LDF process and Management  –
d. Selected institutions for the assessment and the rational
e. Details of the Risk assessment process
f. Result for each institutions
g. Recommendations and
h. Conclusion.
 
Time Frame and Work Load
Period: From 15 November2011.
Estimated work load: 50 working days for each of the three consultants.
 
Mission days (estimate, including travel): Puntland 10 days, Somaliland 10 days, South-Central 3 days, Nairobi 5 days. The bidding consultants can propose alternative mission arrangements.

 1. International Consultant/Team Leader:
 
Education: 

A minimum of Masters Degree in Financial Management, Economics, Social Science, Business/ Public Administration or any subject of relevance.
 
Experience: 
  • 10 years of proven experience in Research and Consultancy in the areas of Financial Management, Project Development and  Management, Local Economic Development and any other relevant areas Substantive knowledge and understanding of financial management in the public sector in general and the local level 
  • Substantive knowledge of local government as a functioning development agency
  • Clear experience in the conduct of fiduciary assessment in post conflict situations
  • Ability to carry out research, to contribute to the formulation of policies, institutional capacity development and guided investment for effective local services deliver
  • Ability to build and lead teams effectively, mentoring team members well, inspiring confidence in others; managing matrices fluidly by encouraging inter-agency collaboration.
  • Build strong relationships with both internal and external actors; - cultivate productive relationships with donors, partners and other important institutions and individuals in the private sector-.
  • Strong English oral and written communication skills. Knowledge in Somali , an advantage.
  • Willing to travel to Somalia.
  • Be familiar with earlier the operation of public financial systems in post-conflict situations

  • Be familiar with the workings with Partner Institutions in Joint Programmes and Results-Based Management Framework.
  • Be familiar with earlier the operation of public financial systems in post-conflict situations
  • Ability to appreciate and understand the operation of public institutions in fragile countries
  • Be very conversant with the operations of the Regions and District Councils in Somalia.
  • Knowledge of the decentralisation process in Somalia, and familiarity with the JPLG and Financing Decentralized in Somalia would be an asset. 
Language Requirements:
Fluent in English (Knowledge of Somali would be an asset).

Project Assistants UNODC Job in Kenya

UNODC Kenya would like to recruit a Two Project Assistants on a service contract (SB3).

One of the strategic intervention areas of United Nations Office on Drugs and Crime (UNODC) in Eastern Africa is to contribute to the building of sustainable structures to strengthen justice and the rule of law for all citizens in the region.

As part of this commitment, in 2009, UNODC launched a joint programme with the European Commission to support the prosecution of piracy suspects.

The programme enhances criminal justice capacity among Somalia’s neighbours to ensure that piracy trials and detentions are fair, humane and efficient and take place within a sound rule-of-law framework.

The Programme employs experts in the full range of criminal justice disciplines who have developed further specialist expertise in the interaction between domestic criminal justice organizations and the international aspects of piracy cases.

UNODC would like to recruit two Project Assistants to assist in the project.

Qualifications
  • Completion of Secondary School Education with specialized certification in accounting, finance, administration or related filed.
  • A University Degree at (bachelor’s level) in Business or Public Administration or related field would be an asset.
Experience
  • At least 3 years of relevant experience in administration, finance or programme support services at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements

Fluency in English and Swahili is a requirement.
