ACORD Policy and Advocacy Advisor Job in Nairobi Kenya
Job Summary
This position is located in London and part of the ACORD Programming Team. The aim is the implementation of the policy and advocacy plans designated for UK and Europe in general in close collaboration with the Pan-African programme team based in Nairobi. Under the supervision of the Head of Policy & Advocacy, the Policy and Advocacy Advisor will play a role of leadership in development of agreed research and advocacy agenda in the UK and more broadly in Europe. This includes research, intelligence gathering, media, partnership and alliance building, popular mass mobilisation and lobby work, as well as capacity building, learning and knowledge management. The Policy and Advocacy Advisor shall lead this work in close collaboration with the rest of the policy and advocacy team in Nairobi, and in country and regional programmes across Africa.SPECIFIC RESPONSIBILITIES
PROGRAMMING- In close collaboration with the Head of Policy & Advocacy, develop a clear strategy of positioning the agreed Africa Led policy and advocacy agenda in UK and Europe in general; and an implementation plan for its efficient delivery;
- Keep abreast of Research and policies development and debates in Europe, relevant to the issues pertinent to ACORD, particularly issues of food sovereignty, gender justice, HIV & Aids, conflict and relevant linkages, and maintain a regular process of feeding the ACORD Pan-African Program Team and Area Programmes;
- Develop and maintain sustained Partnerships and Alliances with Civil Society Organisations and Social Movements in the UK and Europe in general to advance the advocacy agenda of ACORD, especially those engaged on the same issues as ACORD, and support relevant links with the pan African movement;
- Develop and implement a lobbying and advocacy strategy and plans towards critical actors and "change makers" in the UK and Europe;
- Raise sustained public profile of ACORD and its agenda through creating, developing and maintaining good relations with the media in Europe;
- Facilitate farmers, partners and staff of ACORD in Africa to engage in relevant processes, and policy debate in Europe
- In collaboration with the Partnership Development Unit, search the external environment and contribute to mobilize sufficient resources for implementation of the Pan-African Program through participation in concept and proposal writing;
- Manage the approved budget for the Pan-African programme allocated for the Northern area within the approved annual work plan and produce regular monthly update and bi-annual, annual narrative and financial report
Competencies and skills requirements
- Masters in Social Sciences, Sustainable Development or Agricultural Sciences; International Relations or Communication, Law or related field;
- Minimum of 4 years of experience in advocacy program in the NGO sector and social movement with international NGOs or institutions;

ACORD National Coordinator, ACORD Burundi Job in Burundi
Job Summary
Under the supervision of the Head of Programmes Operations & Development (HPOD), the Area Programme Manager is responsible for the strategic direction, leadership and operational management of the Burundi Area Programme and represents ACORD with the Government, Local and international partners in the country. The position will be based in ACORD Country Office in Bujumbura with regular visits to all project locations in Burundi.Specific responsibilities:
- Provide overall direction and leadership in the development, implementation and monitoring of the ACORD Burundi country strategy, ensuring its continued relevance with the changing circumstances in the country and region and ensuring that it is aligned to the ACORD global strategic direction and thematic choices;
- Represent ACORD and its interests in its relationship and collaboration with government, international and local organizations, networks, media and all other partners in Burundi. Raise the profile of ACORD in the country and among key partners;

- Spearhead resource mobilisation initiatives within the country and internationally to increase the resource base especially unrestricted funds;
- Ensure effective financial management of the Area Programme through enhancing the systems, structures and processes of budgeting and budget monitoring, accountability, policy compliance, reporting etc;
- In close collaboration with the Partnership Development Unit spearhead partnership development and management, resource mobilization and effective grants management and reporting;
- Ensure that comprehensive human resources management policies and practice are in place in accordance with the Global Human Resources Management Manual and the Burundi labour laws;
- Ensure the smooth flow of internal and external communication in line with the objectives and interest of the organization.
Competencies and skills requirements:
- Master Degree level education in development studies; Higher degree in management related-field is desirable;
- At least 5 years working experience within NGO development programmes in Africa and especially in Burundi, with at least 3 years experience working in senior management position;
- Proven experience in strategy and programme management, especially at country programme management level;
- Proven experience in research and advocacy and familiarity with the use of participatory development methodologies and gender approach to development;
- Strong experience and skills in people management and financial management;
- Experience in networking, alliance building and partnership management;
- Knowledge of current thinking on development issues and methodologies;
- Good organisational, negotiation and analytical capabilities;

Job Summary
Under the supervision of the Head of Policy & Advocacy and as part of the pan Africa program team, the Pan Africa Livelihoods Thematic Manager will take the lead on research and livelihoods & food sovereignty related policy at pan Africa and global levels and provide support to area programmes and other themes. A key part of our new strategy focuses on staff capacity building, and the effective support of HROD to the Members and Country Programmes.
The Directorate for HROD and Governance has identified 7 Country Groups which will be serviced by Team Leaders in respective regional hubs. We are aiming to recruit HROD Country Group Coordinators that will be part of the Country Coordination core teams, jointly responsible for managing the supply and demand of HROD & Governance requirements for their respective countries. These Coordinators will form part of the functional HROD Country Coordination Team reporting to the HROD Country Coordination Manager who will be the team lead.
HROD Country Group Coordinators will be the first-line interface of the International Secretariat to Country Directors and their HROD Teams. Looking into 2012-2017, the Coordinators will ensure capacity building, HROD planning, HROD monitoring and reporting for their respective countries. The key success indicator for this role will be organisational health and capacity of HROD in-country to play a strategic role and the extent to which international – national HROD standards and practices are embedded.
Formally, you should have a post-graduate degree in social sciences or management with an emphasis in HR. Advanced certification in HR practice is highly desirable.HR experience in a multi-country context of a minimum of 5 years is required in this role together with professional accreditation.
The successful candidates will be Senior HROD Partners and Coordinators who have experience of the respective regional country group they will be supporting. This will be coupled with experience in international HROD, as there will be joined ventures on global projects. Experience of the INGO sector is desirable, with a good understanding of the structure and dynamics of a Federal organisation
Incumbents must have a good understanding of the respective regional dynamics, HROD contextual issues around labour legislation as well as ability to communicate in regional languages.
Experience in HR process and internal consulting will be required, with a strong focus on capacity building of country HROD staff. The key desired competency is: extensive experience in capacity building, HR planning, monitoring and reporting. The ability to lead country HROD Teams is essential. The HROD Partner will also provide leadership and coaching support to senior management teams in country. Your ability to build strong relationships, trust and capacity building will be critical in this role.
At a personal level, you must have a strong commitment to a human rights based approach to development, champion women's rights and value working with diverse cultures and the poor and marginalised groups. Your ability and willingness to travel internationally and work flexibly in virtual settings and distant management would be required.

Within the framework of the 2005 Comprehensive Peace agreement (CPA), the DDR Program (now considered Phase 1) meant to enhance short-term security through capitalizing on peace dividends through reintegrating individual ex-combatants (XCs) and Special Needs Groups (SNGs), while also contributing to longer-term peace and stability. It aimed at contributing to the implementation of the remaining CPA and post CPA by creating an enabling environment to enhance security through the provision of technical and material support to the national authorities is coming to end by December 31st 2011. On July 9, 2011 the New republic of South Sudan was born as a result of the January Referendum. A new page in the history of the country opened up along with a new direction to the DDR program in South Sudan as a new DDR policy paper has been prepared and submitted to the Council of Ministers and a participatory planning workshop for Phase 2 conducted in July-August. With support from the international community, the upcoming Phase 2 main objectives will be to disarm, demobilize and provide appropriate support to the reintegration into civilian life of the 150,000 eligible participants (80,000 SPLA and 70,000 Police, Fire Brigade and Forest Protection agents) and to contribute to the rightsizing of the New South Sudan Armed Forced (SPLA/SSAF) building an army of development. Ministry of Health (MoH), South Sudan Veterans and Disability Commission (SSDVDC) in collaboration with mainstream health facilities, specialized NGOs and other civil society organizations will have an active role in the medical and psychosocial rehabilitation activities while other line ministries and civil society organizations will be responsible to implement economic livelihood of DDR participants with disability in South Sudan. Upon signing of a letter of agreement (LOA), a disability program implementation unit will be setup at the MoH. Based on the above justification, there is a specific need to have a disability specialist and the South Sudan DDR Commission has requested UNDP to recruit a disability advisor to be seconded to the SSDDR commission. | |
