Agricultural Sector Public Enterprise - Corporate Affairs Manager, College Dean, Procurement Officers and Management Trainees Job vacancy in Kenya

A leading strategic public enterprise in the agricultural sector with its Head Office at Nairobi and a countrywide network is seeking to recruit the following:

1. Corporate Affairs Manager

Overall job purpose

To develop and implement communications strategies aimed at the attainment of the corporation’s Strategic objectives and continuous improvement of its corporate image.

Reporting: The job holder reports to the Managing Director.

Duties and Responsibilities shall include and not limited to:-
  • Develop and implement strategic corporate communications and provide information to support the Board;
  • Devise and implement communication campaigns to the public on the functions of the Board;
  • Providing proactive public relations strategies and liaising with the media to enhance Board’s corporate image;
  • Oversee internal and external corporate events, public relations activities and manage stakeholder relationships;
  • Manage the organizations external agency, commissioning and overseeing the drafting and editing process for all internal and external press releases;
  • Identify and coordinate corporate social responsibility initiatives and other community based programmes.
Education and experience:
  • Applicants must have a Bachelors degree in Communications or related field plus a Post Graduate Diploma in communications or related fields.
  • Five (5) years of working experience three (3) of which should be in a similar or senior position in a public relations department.
  • Proficiency in Computer application packages.
2. College Dean / Registrar

Overall job purpose

Assist in the implementation and general operations of a training school for the organisation including planned expansion

Reporting: Director Training School

Duties and Responsibilities
  • Coordinating the assessment and development of academic programs for the School
  • Coordinating the development of and implementation of the schools strategic plan
  • Assist in the preparation of the schools budget;
  • Coordinating the training school planning and curriculum development
  • Coordinating the implementation of the training schools academic programmes
  • Provide general academic leadership for the training school
  • Ensure that all the necessary academic accreditations, requirements are complied with
  • Carry out the schools administration related duties-Transport Office
  • Carry out Human Resource related duties at college level
  • Deal with students Admission.
Education and experience:
  • A Bachelors degree in Education, or related field plus a post graduate Higher/Diploma Human resource management or related field from recognised institutions.
  • Five (5) years of working experience three of which should have been in a senior position at a recognized training or Education Institution.
  • Proficiency in Computer application packages
The person
  • Must possess excellent written and verbal communication skills;
  • Must demonstrate high level of maturity and integrity;
  • Demonstrate the ability to work without close supervision
3. Senior Procurement Officer

Overall purpose of the job

Assist in Developing and implementing procurement policy and strategy, procurement planning and implementation, contract management and staff supervision among others.

Duties and responsibilities include among others:
  • Ensure procurement and disposals are conducted in accordance with the existing laws and regulations.
  • Participate in contracting process, contract implementation and contract monitoring.
  • Supervise goods warehousing, control and distribution to user departments
  • Provide guidance and Technical Advice in matters of procurement and supplies to management.
  • Prepare procurement documents such as tenders, proposals, expression of interest
  • Prepare scheduled and ad-hoc management reports and statutory returns
  • Assist in supervision and management of staff in the Department
Minimum Requirements:
  • A Bachelors Degree in a Business related field plus an advanced
  • Diploma in Purchasing and Supplies or related field from a recognised Institution, must be a member of KISM,
  • 6 years experience two of which must be at mid management level procurement position in a reputable busy organisation.
4. Procurement Officer I

Overall purpose of the job

Assist in procurement planning and implementation, stock control, development of procurement documents, and supervision among others.

Duties and responsibilities include among others
  • Ensure procurements and disposals are conducted in accordance with the existing laws and regulations.
  • Ensure efficient and effective procurement, control, and distribution of goods and services
  • Assist in Preparation of procurement documents such as tenders, proposals, expression of interest, quotations
  • Assist in Preparation of scheduled and ad-hoc management reports and statutory returns
  • Be in charge of a procurement section within the enterprise procurement Department
Minimum Requirements:
  • A Bachelors Degree in a Business related field plus a Diploma in Purchasing and Supplies or related field from a recognised Institution, 4 years experience in procurement, two of which must be at supervisory level in a reputable busy organisation.
  • Both the position of Senior and Procurement Officer would require good communication skills, ability to work under pressure and with minimum supervision.
  • Post graduate degree will be an added advantage.
5. Management Trainees

They are required in the following fields:

Finance: A first degree in Commerce or other relevant degree from recognised institution.

Operations: A first degree in Agribusiness/Agricultural economics, agriculture, commerce (marketing option), business management/administration or any other related field.

Audit: A first degree in commerce or business administration/management (Accounting/ Audit option) or any other relevant degree.

Technical: A first degree in civil engineering, or any other relevant engineering field.

ICT: A first degree in computer science, information technology or any other relevant filed.

Procurement: A first degree in procurement and supplies or any other business related field.

Security: A first degree in criminology or any other relevant field.

Research and Development: A degree in business related field, statistics or any other relevant field.

Legal (Property Officers): A first degree in land economics or related field.

Human Resource: A degree in Human Resource Management or related field.

Note: Possession of post graduate qualifications in the respective fields and ICT skills will be an added advantage for all.

Security Manager Horn Relief Job in Kenya

Position: Security Manager

Overall objectives

Horn Relief is committed to establishing security management policies and procedures which minimises risks to staff working for Horn Relief and other stakeholders associated with Horn Relief’s work. In addition Horn Relief is committed to developing the capacity and confidence required, for programme staff to play a full role in applying and updating the policies and procedures.

The primary purpose of the Security Manager is to enable Horn Relief staff and partners to conduct their jobs in a safe, appropriate and effective manner. A secondary role is to ensure Horn Relief in all countries it works in, develops and follows appropriate security management procedures based on existing global policy and regularly updated regional security assessment.

Organizational Background

Horn Relief is an Africa based international development and humanitarian organization. We aim to improve the conditions of those who are living in marginalized areas in the Horn of Africa.

We strengthen rural livelihoods through environmental awareness, training, technology transfer and innovative humanitarian projects in pursuit of a peaceful, self-reliant, and greener future. Currently, Horn Relief has the head quarter in Nairobi, and operates in Somalia, Kenya and Sudan.

The organization has an annual operating budget of over US$ 8 million per year for its operations. Horn Relief anticipates expansion of programs to other countries in the Horn of Africa region.

Horn Relief works in the following sectors: food security and livelihoods, in particular cash based responses, natural resource management, education (formal and non-formal), WASH, and humanitarian response. The present donor portfolio includes European Commission, USAID, SIDA, UNICEF, Government of Netherlands, Oxfam Novib and others.

Key Responsibilities

i. Information: to find, collate, analyse and present security related information for Horn Relief on a regular basis (monthly minimum), to enable programme planning and decision making. To maintain Horn Relief database of information of security related issues, and/or to contribute to collective security information databases.

ii. Policy, Systems and Procedures: To develop and keep updated a comprehensive set of procedures and systems which enable programmes to deliver services, safely and effectively. To lead on development and updating of regional security policy, or sign off by Regional Director.

iii. Planning and resourcing: To lead on development of ‘security improvement plans’ and budgets for each programme office, to chart out necessary changes needed to reach level the required standard of security management expected by Horn Relief.

iv. Implementation and quality assurance: To enable all teams to achieve ‘security improvement plans’, and to enable all staff to comply with above policy and procedures, through capacity building, mentoring, advising and monitoring quality of application.

v. Region wide systems: to develop, implement and manage region wide systems and infrastructure for better security management (i.e. communication systems, Critical Incident Teams, Evacuation procedures). To advise Senior Management Team (SMT) on necessary administrative and financial procedures/facilities to maintain high standard of security and safety assurance (e.g. insurance, safety equipment, internet and document security, resource/asset management etc).

vi. Advisory: to be focal point for providing advice to SMT, PMs, and any other staff requiring security related advice and guidance.

vii. External Coordination and Advocacy: to be Horn Relief focal point for security related meetings, relationships with counterparts in other agencies, and to advocate for better security management overall amongst the humanitarian community. To play leading role with RDs/ PMs in enabling humanitarian access negotiations. Maintain very close and enabling relationship with SPAS.

viii. Work Planning/budgeting/ administration: To develop a quarterly work plan and regional security related budget, and then engage with PMs, Grant Manager and Horn Relief Representative to fundraise for that budget.

ix. Accountability: To ensure that Horn Relief commitments to the HAP Standard is considered and incorporated into all security related work, and that the principle of beneficiary participation and dignity is maintained.

Outputs (minimum, over 12 months)
  1. Monthly security analyses report.
  2. Security Policy and comprehensive procedures.
  3. Security Improvement Plans and budgets for each programme office
  4. Capacity building (including training) plans and activities completed for all offices
  5. Set up of key regional level systems and infrastructure for better security management.
  6. Regular advice and support given to all PMs, security focal points and SMT.
  7. Horn Relief recognised as a regular and constructive contributor to humanitarian community wide security discussions.
  8. Humanitarian access negotiations started in key location.
  9. Work Plans and regular reports on progress, including section on compliance verification (against external and internal standards).
Qualifications & Experience
  • Experience of managing humanitarian/development programmes in insecure environments, with primary responsibility for security management.
  • Significant experience of assessing political and security contexts in countries affected by conflict and facing complex-emergency countries.
  • Mature understanding of the dynamics between NGOs and their key stakeholders.
  • Able to build staff capacity using various methods.
  • Proven ability to communicate clearly in writing and orally.
  • Proven commitment to upholding the dignity of staff and beneficiaries.
  • Proven experience in writing SOPs and training staff in the SOPs
