Advocacy and Communication Coordinator - Save the Children Somalia Job Vacancy



Introduction

Save the Children has a long history of engagement in Somalia and in Somaliland stretching as far back as 1954. In more recent times (since 1992) Save the Children UK has maintained an operational office in Hiran Region in what is now called the Central South Zone of Somalia (CSS) and since 2000, both Save the Children Denmark and UK have been working in Somaliland.

In response to the Tsunami that hit the coast of Puntland in 2004 Save the Children UK established an office in Puntland State and continues to undertake programmes from this office while Save the Children Denmark in Puntland works through partners.

In the past two years Save the Children Finland has been financially supporting the work of both Save the Children Denmark and UK in Somalia/Somaliland.

The current interventions of the organisations broadly consist of child protection; education including skills training and employment and child survival (emergency, health and livelihood).

It is planned that the programmes being run or supported by Save the Children Denmark, Finland and United Kingdom will follow the global initiative of the Save the Children Alliance and will unify by January 2010 with Save the Children UK as the managing member.

This will increase significantly the work being carried out currently by any single member and will lead to a much larger and complex single programme.

For this reason it has been decided that all senior management positions will be advertised and this Job Description relates to a new position for Advocacy and Communication Coordinator.

This position makes up part of the Partnership and Quality Programming team of the overall SC’s program in Somalia / Somaliland.

Job Purpose

The Advocacy and Communication Coordinator is responsible for identifying advocacy issues, preparing and implementing advocacy plans, documentation and communicating lessons and good practice from implementing programs to various users.

In addition, the coordinator is responsible for building the capacity of staff of SC in identifying and undertaking advocacy initiatives aimed at changing practices and policies for betterment of children’s lives.

Key Accountabilities
  • Play an active role in developing an advocacy strategy of Save the Children program in Somalia/Somaliland
  • Identify key policy and practice related advocacy issues in relation to the situation of children and the programs of Save the Children in Somalia/Somaliland. This include undertaking analysis of the work of SC and/or the sector of children in Somalia/Somaliland in light of advocacy and initiate any possible changes that could improve both the work of SC and the lives of children.
  • To undertake a stakeholders analysis of key players in Somalia and Somaliland and identify potential partners with whom we can work closely in advocacy initiatives.
  • Through extensive networking with partners map out the work and plans of other stakeholders in respect to identified areas of advocacy and suggest possible ways of collaboration and/or addressing the issue by SC.
  • Develop an advocacy plan in consultation with managers and coordinators of various themes and ensure implementation of the same
  • Document lessons and good practices from programs of SC and communicate them with various stakeholders including donors, children, partners and other general users. This includes ensuring that SC’s advocacy efforts are supported by evidence and experience obtained from implementation of programs.
  • Build the capacity of project staff in documenting and communicating lessons and good practices, carrying out practice and policy analysis, identifying and developing advocacy messages, planning and implementing advocacy plans. In this to secure the support of the information and communications officer who is based in Hargeisa
  • Work closely with information and communication officer in documentation and sharing of lessons learned.
  • Work closely with thematic coordinators and program managers in developing project proposals and ensure that proposals include sufficient advocacy components
  • Represent Save the Children in various advocacy fora.
  • Perform other tasks as requested by his/her immediate supervisor.

Person Specification
  • Degree in social science, human rights, development, journalism etc.
  • At least four years experience in documentation, communication and advocacy works
  • Strong ability in analyzing the situation of children using the child rights programming/principles framework
  • Experience in policy and practice analysis and implementing advocacy initiatives aimed at bringing changes in these areas
  • Strong inter-organisational skills such as networking, negotiation and communication.
  • Willing and able to travel up to 50% of the time to Somalia/Somaliland to support field teams as security permits
  • Strong computer skills to produce advocacy documents and document and communicate good practices.

Person Specification

Masters degree in Social Sciences, Child Development, Human Rights or related field, at least 6 years of relevant international senior level technical experience in the sector (child rights and child protection works), preferably in a fragile operating environment including working with children affected by conflict.

Demonstrated experience in child rights systems, policy and strategy analysis, strong project/programme designing and planning experience and skills in the area of child rights governance and protection programming and excellent understanding of child rights programming.

Excellent interpersonal communication and presentation skills with experience of senior level negotiation and representation and prepared to travel to the field, as security allows, to support technical staff in the field.

Declaration of Vacancies

Pursuant to the provisions of Sections 8, 9 and 10 of the Independent Policing Oversight Authority Act, 2011 (No. 35 of 2011), the Selection Panel invites applications from suitably qualified persons for the positions of Chairperson and seven (7) Members of the Board of the Independent Policing Oversight Authority.

The functions of the Chairperson and Members of the Board shall be, among other things, to:-

(i) Investigate any complaints related to disciplinary or criminal offences committed by any member of the Service and make recommendations to the relevant authorities;

(ii) Receive and investigate complaints by members of the Service;

(iii) Monitor and investigate policing operations affecting members of the public;

(iv) Monitor, review and audit investigations and actions taken by the Internal Affairs Unit of the Service in response to complaints against the Police;

(v) Conduct inspections of Police premises, including detention facilities under the control of the Service;

(vi) Co-operate with other institutions on issues of Police oversight, including other State organs in relation to services offered by them;

(vii) Review the patterns of Police misconduct and the functioning of the internal disciplinary process;

(viii) Present any information it deems appropriate to an inquest conducted by a court of law;

(ix) Take all reasonable steps to facilitate access to the Authority’s services for the public;

(x) Subject to the Constitution and the laws related to freedom of information, publish findings of its investigations, monitoring, reviews and audits as it sees fit, including by means of the electronic or printed media;

(xi) Make recommendations to the Service or any State organ;

(xii) Report on all its functions under this Act or any written law; and

(xiii) Perform such other functions as may be necessary for promoting the objectives for which the Authority is established.

A. Vacancy for the position of Chairperson of the Board of the Independent Policing Oversight Authority

Number of Vacancies: 1

For appointment as Chairperson of the Board of the Independent Policing Oversight Authority, a person should:

(i) possess a degree from a university recognized in Kenya;

(ii) be qualified to be appointed as a Judge of High Court in Kenya pursuant to the provisions of Article 166 (5) of the Constitution; and

(iii) meet the requirements of Chapter Six of the Constitution.

NB: Good knowledge of Government systems will be an added advantage.

B. Vacancy for the Position of Member of the Board of the Independent Policing Oversight Authority

Number of Vacancies: 7

For appointment as a Member of the Board of the Independent Policing Oversight Authority, a person should:

(i) be a Kenyan citizen;

(ii) possess a degree from a university recognized in Kenya;

(iii) meet the requirements of Chapter Six of the Constitution;

( iv) have knowledge and experience of not less than ten (10) years in any of the following fields:-
  • Criminology
  • Medicine
  • Psychology
  • Alternative dispute resolution
  • Law
  • Security matters
  • Human rights and gender
  • Community policing
(v) have had a distinguished career in his/her respective field; and

(vi) is fit and proper to serve as a member of the Board charged with upholding and protection of ethics, professionalism, accountability and lawful conduct.

NB. Good knowledge of Government systems will be an added advantage.

C. Please Note:

(i) In compliance with Section10 (2) of the Independent Policing Oversight Authority Act, No. 35 of 2011, a person does not qualify for nomination and appointment as Chairperson or Member of the Commission if he/she:
  • is a serving police officer or has retired in the last five years.
  • has been convicted of any offence involving dishonesty or any other for which they have been sentenced to imprisonment without the option of a fine.
  • holds office in a political party.
  • is a member of parliament.
  • is an undischarged bankrupt.
  • is mentally incapacitated to perform the functions of the Board.
(ii) The names of all applicants and those shortlisted for each post shall be published in the print media after the closure of the advert.

(iii) Shortlisted candidates may be required to submit additional information and will be subjected to a public interview process.

(iv) The salary and benefits for these positions shall be determined by the Salaries and Remuneration Commission.

(v) The chairperson and members of the Board of the Authority shall hold office for one term of six (6) years.

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The UN- Women Sub-regional office for the East and Horn of Africa needs to recruit a Deputy Regional Programme Director to support its work in the East and Horn of Africa. At the country level, where UN Women does not have a presence, the Sub-Regional Office will provide integrated policy and technical support to United Nations Country Teams (UNCTs) so as to ensure a stronger, more coordinated response to advancing gender equality and women's empowerment at the national level. At the Regional level, within the UN's coordination mechanisms and regional interagency mechanisms, the Sub-Regional Office will provide technical advice and leadership so as to ensure gender equality is mainstreamed throughout the UN System's response to Member State needs and priorities.
In addition, under the UN Women's first Strategic Plan (2011-2013), the Deputy Regional Programme Director manages UN Women's sub-regional portfolio for East and Horn of Africa covering 9 programme countries - Djibouti, Ethiopia, Eritrea, Kenya, North Sudan, South Sudan, Somalia, Tanzania and Uganda.  The Deputy Regional Programme Director oversees the strategic development of the portfolio and oversight of programme implementation in the sub region, to ensure delivery of results as planned in UN Women's Strategic Plan, regional strategies and accountability framework.
The Deputy Regional Programme Director will take the lead in managing the day-to-day implementation of UN Women's Sub-Regional Portfolio, under the overall strategic guidance and direction of UN Women's East and Horn of Africa Regional Programme Director and is responsible for providing specialized technical and strategic support to the Sub-Regional portfolio in managing all aspects of program management and related activities in the office/region.

Duties and Responsibilities

  1. Advisory and specialized technical support;
  2. Program management, monitoring and oversight;
  3. Advocacy and support to UN coordination, joint programming and reform;
  4. Knowledge management and capacity building

1.Advisory and technical support
  • Advise, support, guide and provide input to assure quality control in the formulation of relevant, high quality, results-based and rights-based country programs and projects;
  • Provide strategic and specialized technical advice to the Regional Director on the development of systems, processes and mechanisms to support effective program planning, implementation, monitoring and timely progress reporting;
  • Review and evaluate proposals submitted to the sub- regional office and oversee the preparation of donor proposals and reports to ensure quality, compliance with requirements as per established rules, regulations, including the commitments under relevant UNDAFs and the UN Women global Strategic Plans. Take timely action to take any corrective action to meet standards for submissions;
  • Prepare policy document, briefs and other strategic papers/materials for the Regional Director for use in the development and presentation of a coherent regional perspective to help define regional strategic and plans of action for implementation;
  • At the sub-regional level for East and Horn of Africa, assess the country level and sub-regional level annual work plans and present Regional Director with recommendations and conclusions to assist in development planning.
2.    Program management, monitoring and oversight
  • Plan, implement and/or supervise the support provided to the sub-regional portfolio, including country offices and sub-regional programmes, to ensure timely and appropriate services are provided as required. Identify areas of competencies and/or weakness to ensure focused and targeted services are provided;
  • Recommend and/or set monitoring standards, criteria and other indicators for measuring and assessing progress/results;
  • Monitor the progress on, mutually agreed results frameworks and performance indicators and timely take action/decision and/or provide timely support;
  • Lead the annual process of gathering information and prepare reports for HQ on progress of program implementation, assessing results and identifying areas for Regional Director action and/or decision to ensure achievement of results as planned and in accordance with UNW goals and objectives and accountability framework;
  • Identify areas that may require improvement and capture best practices/lessons learned, using corporate monitoring tools, as such as the Balance Score Card, Atlas Snapshot and Dashboard, Staff Surveys, Audits and other corporate reports. Take action to improve areas of weakness;
  • Manage the timely allocation of funds to sub-regions and countries. Monitor and ensure the appropriate utilization of resources approved and allocated to regional programs and projects that are managed by the SRO;
  • Substantive and good quality proposals following the established rules, and regulations, and adhering to the Strategic Plan and Annual Work plans;
  • Sustainable and solid relations developed with  counterparts, resulting in the enhanced reputation and credibility of UN Women;
  • Under the oversight of the Regional Director, backstop the Operations Manager in preparing and providing guidance to the offices on the whole process of audit exercises, oversee the collection and verification of accurate and complete documentation for audit review, advice on the preparation of responses to audit and monitor the timely and full implementation of audit recommendations and required actions.
3.    Advocacy and support to UN coordination, joint programming and reform
  • Support the Regional Programme Director and country level representatives in establishing and maintaining  effective consultations with governments, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on program development and implementation, resource mobilization and sustained partnerships;
  • Upon the request of the Regional Programme Director, represent UN Women in UNCTs  as appropriate/delegated to consult, collaborate and/or interact on common issues and activities and participate in the CCA/UNDAF process to ensure the active participation of UN Women in these processes to advance gender equity and women's human rights On behalf of the sub-regional portfolio and in partnership with country-level UN Women Representatives, actively seek out participation of UN Women in UN system thematic and other working groups to establish effective network and to keep abreast of ongoing debate and thinking on aids development, facilitate joint programming and promote UN Women competencies and interests to advance gender and women's human rights.

4.    Knowledge management and capacity building
  • Ensure regular assessments of the regional and sub-regional strategic and implementation plans. Identify lessons learned and areas of emphasis to guide program improvements and future strategic development plan;
  • Manage the process of collecting and sharing lessons learned on gender equality and women's empowerment to build knowledge and capacity of partners and stakeholders;
  • Design and implement capacity building training activities to enhance skills and knowledge in Results Based Management, Results based budgeting and systematic quality assurance;
  • Contribute to the development and maintenance of global and regional program knowledge networks and practices, and development of knowledge products.
Impact of Results
The effective support provided to the Regional Programme Director in the management of programs and operations in the office directly impact on the quality of UN Women program development, implementation and results that in turn directly impact on the credibility and image of UN Women as an effective partner for regional and country organizations and as a competent knowledge based organization on gender equity and women's human rights issues.

Required Skills and Experience

Education:
  • Masters degree (or equivalent) in development related disciplines, economics or public policy or other social science fields.

  • Over 10 years of extensive development experience that combines intellectual, strategic and managerial leadership in development programs some of which should be in the area of gender equality and women's rights at the international level, preferably in developing countries within the UN system, Agencies, Funds or Programs or renowned institutions/academia.

Language Requirements:
  • Written and oral proficiency in English is required. Proficiency in another UN working language is desirable.

Background

The Overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient way to conduct of the programs and activities of the United Nations System. UNDSS Somalia is supporting the UN Agencies through security advice and guidance so as to enable them to conduct their operations in the safest way possible. UNDSS has its headquarters in New York and have operations in more than one hundred countries.
To address the need to improve the safety and security of UN and NGO staff working in Somalia, UNDSS Somalia has been conducting a pre-deployment field security awareness training to UN and NGO staff. The training, Safe and Secure Approach to Field Environment in Somalia (SSAFE –SOM), provides staff with the essential knowledge and skills to improve their ability to work safely in Somalia. Since 2008, approximately 2,393 UN and INGO staff have been trained and over half of all staff and a much larger percentage of the participating NGOs have yet to be trained.
OBJECTIVES OF THE ASSIGNMENT:
Under the overall management of Deputy Chief Security Advisor (DCSA) and direct supervision of the FSCO Training Manager, the Gender and Security Trainer will:
  • Strengthen the capacity of UNDSS-led SSAFE training to systemically integrate and apply gender sensitive/responsive activities into their training.
  • Integrate gender analysis into assessment, training programme design, implementation and monitoring.
  • Review the SSAFE training manual as well as provide input into the tools, ensuring that gender is taken into consideration and that indicators are gender-sensitive and allow for  monitoring for interventions/improvements; In a coaching capacity, work along side technical staff and participants to implement the Gender aspect.

Duties will include management and development of gender training materials. Assists in the coordination of the SSAFE training field simulations, including the following:
  • Conducting a two hour session on gender and domestic violence for up to 40 participants. 
  • Developing information on the programme by reviewing and improving existing materials, creating forum for potential, current and past participants to interact.
  • Participating in and contributing to training needs analysis and surveys to determine appropriate training strategies.
  • Providing relevant background materials and statistics on training activities for inclusion in reports.
  • Contributing to the planning, design, production review and dissemination of relevant training materials to be included in the participant handbook.
  • Conducting other security specific courses (i.e. convoy planning, hostage survival) as needed. 
  • Evaluating SSAFE participant reaction/response to the field based simulations and providing professional feedback on what is expected with reference to the lessons learnt from the theoretical training.
DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL:
The assignment will take three months (Renewable). The consultant will be based in UNDSS Somalia liaison office in Nairobi. The incumbent will not be required to travel to Somalia.
FINAL PRODUCTS
  • Conduct  training for approximately 120 UN/INGO staff in a period of 3 months on Gender / Security related issues with focus on what is relevant in a Somalia context.
  • Provide facilitators notes with Gender training modules to be used in SSAFE trainings, permitting the key SSAFE trainers to train Participants.
  • Provide a final report with a clear Action Plan and Recommendations for the continuation of the training on how to better integrate gender issues into on-going trainings.

Competencies

Experience:
  • Minimum of five years progressively responsible professional experience at the international level, with special focus on addressing the promotion of gender equality.
  • Minimum two years experience delivering trainings on gender-based programming and development of training materials; strong experience in coaching, facilitation, presentation and public speaking.
  • Demonstrated experience in integrating security and gender in programming.
  • Additional training or experience in a broad range of related fields, such as hostage incident management, gender based violence, security risk assessment is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is desirable
Language:
  • Excellent written and oral English communication skills.

Required Skills and Experience

Education:
  • Masters degree in Gender Studies. 
  • Additional qualifications/training in Criminology or Security Studies will be desirable.

Community Mobilization Officer and Partnership Officer Jobs in IRC Kenya

The International Rescue Committee (IRC) in Kenya serves vulnerable populations in the Turkana region and refugees in the Kakuma, Dadaab camps and in the Eastleigh, Nairobi.

The IRC implements programs in the areas of comprehensive primary health care, nutrition, protection, peace building, sanitation and hygiene and HIV/AIDS and prevention and response to gender based violence issues.

Applications are invited for the position of:

1. Community Mobilization Officer

The community mobilization Officer will be responsible overall mobilization of Hagadera refugee community to participate in GBV prevention and response activities.

S/he will be directly in charge of organizing and facilitating community trainings, discussions or dialogues on how to better prevent GBV in Hagadera refugee camp.

Qualifications:
  • Training on gender and human rights
  • Facilitation skills training
  • Sensitivity to people of diverse cultures
  • Willingness to work under pressure and in harsh climatic conditions.
2. Partnership Officer

The Partnership Officer will be 100% dedicated to the GBV programme to initiate and oversee all interactions and support to the local partner identified to work with in Kambioos.

He/ She will be responsible for the documentation and monitoring all aspects of the partnership as IRC transition services under the GBV programme to the local partner.

Qualifications:
  • Experience working in a refugee setting
  • Knowledge of and fluency in Somali
  • Experience working with a local partner on GBV programming
