Job Summary
Under the supervision of the Head of Programmes Operations & Development (HPOD), the Area Programme Manager is responsible for the strategic direction, leadership and operational management of the Burundi Area Programme and represents ACORD with the Government, Local and international partners in the country. The position will be based in ACORD Country Office in Bujumbura with regular visits to all project locations in Burundi.Specific responsibilities:
- Provide overall direction and leadership in the development, implementation and monitoring of the ACORD Burundi country strategy, ensuring its continued relevance with the changing circumstances in the country and region and ensuring that it is aligned to the ACORD global strategic direction and thematic choices;
- Represent ACORD and its interests in its relationship and collaboration with government, international and local organizations, networks, media and all other partners in Burundi. Raise the profile of ACORD in the country and among key partners;
- Lead the development of the Area Programme methodologies, participatory & human rights approaches;
- Provide overall coordination of programming activities including the design, development, planning, implementation, and monitoring and evaluation of practical activities, research and policy advocacy initiatives in line with the ACORD strategic direction and thematic choices;
- Spearhead resource mobilisation initiatives within the country and internationally to increase the resource base especially unrestricted funds;
- Ensure effective financial management of the Area Programme through enhancing the systems, structures and processes of budgeting and budget monitoring, accountability, policy compliance, reporting etc;
- In close collaboration with the Partnership Development Unit spearhead partnership development and management, resource mobilization and effective grants management and reporting;
- Ensure that comprehensive human resources management policies and practice are in place in accordance with the Global Human Resources Management Manual and the Burundi labour laws;
- Ensure the smooth flow of internal and external communication in line with the objectives and interest of the organization.
Competencies and skills requirements:
- Master Degree level education in development studies; Higher degree in management related-field is desirable;
- At least 5 years working experience within NGO development programmes in Africa and especially in Burundi, with at least 3 years experience working in senior management position;
- Proven experience in strategy and programme management, especially at country programme management level;
- Proven experience in research and advocacy and familiarity with the use of participatory development methodologies and gender approach to development;
- Strong experience and skills in people management and financial management;
- Experience in networking, alliance building and partnership management;
- Knowledge of current thinking on development issues and methodologies;
- Good organisational, negotiation and analytical capabilities;
- Bilingual: French-English- spoken and written is an essential requirement for the position. Excellent oral and written communications skills, creative and open to ideas. Basic Computer Literacy.
