Background

The Overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient way to conduct of the programs and activities of the United Nations System. UNDSS Somalia is supporting the UN Agencies through security advice and guidance so as to enable them to conduct their operations in the safest way possible. UNDSS has its headquarters in New York and have operations in more than one hundred countries.
To address the need to improve the safety and security of UN and NGO staff working in Somalia, UNDSS Somalia has been conducting a pre-deployment field security awareness training to UN and NGO staff. The training, Safe and Secure Approach to Field Environment in Somalia (SSAFE –SOM), provides staff with the essential knowledge and skills to improve their ability to work safely in Somalia. Since 2008, approximately 2,393 UN and INGO staff have been trained and over half of all staff and a much larger percentage of the participating NGOs have yet to be trained.
OBJECTIVES OF THE ASSIGNMENT:
Under the overall management of Deputy Chief Security Advisor (DCSA) and direct supervision of the FSCO Training Manager, the Gender and Security Trainer will:
  • Strengthen the capacity of UNDSS-led SSAFE training to systemically integrate and apply gender sensitive/responsive activities into their training.
  • Integrate gender analysis into assessment, training programme design, implementation and monitoring.
  • Review the SSAFE training manual as well as provide input into the tools, ensuring that gender is taken into consideration and that indicators are gender-sensitive and allow for  monitoring for interventions/improvements; In a coaching capacity, work along side technical staff and participants to implement the Gender aspect.

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK:
Duties will include management and development of gender training materials. Assists in the coordination of the SSAFE training field simulations, including the following:
  • Conducting a two hour session on gender and domestic violence for up to 40 participants. 
  • Developing information on the programme by reviewing and improving existing materials, creating forum for potential, current and past participants to interact.
  • Participating in and contributing to training needs analysis and surveys to determine appropriate training strategies.
  • Providing relevant background materials and statistics on training activities for inclusion in reports.
  • Contributing to the planning, design, production review and dissemination of relevant training materials to be included in the participant handbook.
  • Conducting other security specific courses (i.e. convoy planning, hostage survival) as needed. 
  • Evaluating SSAFE participant reaction/response to the field based simulations and providing professional feedback on what is expected with reference to the lessons learnt from the theoretical training.
DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL:
The assignment will take three months (Renewable). The consultant will be based in UNDSS Somalia liaison office in Nairobi. The incumbent will not be required to travel to Somalia.
FINAL PRODUCTS
  • Conduct  training for approximately 120 UN/INGO staff in a period of 3 months on Gender / Security related issues with focus on what is relevant in a Somalia context.
  • Provide facilitators notes with Gender training modules to be used in SSAFE trainings, permitting the key SSAFE trainers to train Participants.
  • Provide a final report with a clear Action Plan and Recommendations for the continuation of the training on how to better integrate gender issues into on-going trainings.

Competencies

Experience:
  • Minimum of five years progressively responsible professional experience at the international level, with special focus on addressing the promotion of gender equality.
  • Minimum two years experience delivering trainings on gender-based programming and development of training materials; strong experience in coaching, facilitation, presentation and public speaking.
  • Demonstrated experience in integrating security and gender in programming.
  • Additional training or experience in a broad range of related fields, such as hostage incident management, gender based violence, security risk assessment is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is desirable
Language:
  • Excellent written and oral English communication skills.

Required Skills and Experience

Education:
  • Masters degree in Gender Studies. 
  • Additional qualifications/training in Criminology or Security Studies will be desirable.
