Background
Within the framework of the 2005 Comprehensive Peace agreement (CPA), the DDR Program (now considered Phase 1) meant to enhance short-term security through capitalizing on peace dividends through reintegrating individual ex-combatants (XCs) and Special Needs Groups (SNGs), while also contributing to longer-term peace and stability. It aimed at contributing to the implementation of the remaining CPA and post CPA by creating an enabling environment to enhance security through the provision of technical and material support to the national authorities is coming to end by December 31st 2011.    On July 9, 2011 the New republic of South Sudan was born as a result of the January Referendum. A new page in the history of the country opened up along with a new direction to the DDR program in South Sudan as a new DDR policy paper has been prepared and submitted to the Council of Ministers and a participatory planning workshop for Phase 2 conducted in July-August.       With support from the international community, the upcoming Phase 2 main objectives will be to disarm, demobilize and provide appropriate support to the reintegration into civilian life of the 150,000 eligible participants (80,000 SPLA and 70,000 Police, Fire Brigade and Forest Protection agents) and to contribute to the rightsizing of the New South Sudan Armed Forced (SPLA/SSAF) building an army of development.     Ministry of Health (MoH), South Sudan Veterans and Disability Commission (SSDVDC) in collaboration with mainstream health facilities, specialized NGOs and other civil society organizations will have an active role in the medical and psychosocial rehabilitation activities while other line ministries and civil society organizations will be responsible to implement economic livelihood of DDR participants with disability in South Sudan. Upon signing of a letter of agreement (LOA), a disability program implementation unit will be setup at the MoH. Based on the above justification, there is a specific need to have a disability specialist and the South Sudan DDR Commission has requested UNDP to recruit a disability advisor to be seconded to the SSDDR commission.
Duties and Responsibilities
Under the overall direction of the SSDDRC Director General for Programs, the South Sudan Programme Specialist (Disability) is responsible for ensuring the overall successful support to the reintegration of persons with disability according to the UNDP implemented Annual Work Plan of SSDDRC. S/he shall perform the following tasks: Lead in developing the Annual Work Plan for supporting DDR participants with disability as well as lead in developing project proposals for disability in line with UNDP or donor format as applicable. Develop South Sudan’s reintegration program strategy for the DDR participants with disability in close liaison with the SSDDRC, line ministries, SPLA, UN agencies, disability commission, other specialized NGOs and relevant stakeholders; Establish the classification and categorization of the disabled according to WHO standards and operationalize its implementation; Conduct extensive mapping of existing service delivery capacity in South Sudan relevant medical and psychosocial rehabilitation Develop and implement an advocacy and communication strategy for the DDR participants with disability in close collaboration with SPLA, Ministry of Health (MOH), UN, other national organizations and SSDDRC Public Information department; Develop the capacity of SSDDRC staff and line ministries on issues relating to support for DDR participants with disability; Conduct consultations with community members, DDR participants with disability SDDRC, relevant government institutions, local and international NGOs, the UN, the military and other key actors, as may be required from time to time. Provide technical support to SSDDRC Headquarters and State offices on issues of disability and to foster bottom-up state-relevant planning and facilitate implementation; Ensure regular and smooth flow of information on issues of DDR participants with disability between stakeholders and partners (Pact, SSDDRC, IUNNDR, other GoSS ministries and commissions, NGOs, CBOs, veterans associations, and local authorities, etc.) Prepare regular periodic (weekly, monthly and quarterly) reporting to SSDDRC on the progress of the disability program Support the Director General of Programs in preparing for and or/making presentations on issues of DDR participants with disability as may be required from time to time.

Excellent computer literacy in MS Word, Excel, Access Sudanese candidates only with university degree in social work, health services, or related field Assets: Must have good knowledge of the political and socio-economic conditions of the South Sudan Should have a good understanding of the SPLA disability program Should have a good knowledge of the SPLA as a national army in South Sudan  Knowledge Management and Learning  Shares knowledge and experience Provides helpful feedback and  advice to other in the office Actively works towards continuing personal learning and development in one or more practice areas, acts on learning plan and applies newly acquired skills
Required Skills and Experience
Education: Master’s Degree in Public Health, Social sciences and Other relevant fields,   Experience: Minimum  5 years work experience in humanitarian or development setting; international experience working on DDR programming and disability rights highly desirable but not required Preference will be given to qualified candidates with disabilities Language Requirement: Fluency in written and spoken English. Knowledge of at least one local language spoken in the state is preferred
