Background

The UNDP Evaluation Office invites interested consultants to apply for the following assignments.
 
Summary of proposal:
 
In 2012, the UNDP Evaluation Office will conduct independent evaluations of the following programmes:
 
- UNDP Global Programme
- UNDP Regional Programmes in:
  • Africa
  • The Arab States
  • Asia and the Pacific
  • Europe and the Commonwealth of Independent States
  • Latin America and the Caribbean
 
The global and regional programmes, in addition to their development projects that are often of multi-country nature, engage in advocacy activities and provide technical and expert services to country office operations in UNDP’s  programmatic focus areas (poverty reduction, democratic governance, environment and energy, crisis prevention and recovery) as well as on such cross-cutting issues as capacity development and empowerment, gender equality, HIV/AIDS and South-South cooperation.
 
These evaluations will examine the performance of the respective programmes during the present programme cycle and analyze their strategic positioning, in order to contribute to the formulation and implementation of the new programmes, due to start in 2013.
 
Each of the six evaluations will be entrusted to an evaluation team composed of one to three independent evaluators, together with a task manager from the Evaluation Office.

Duties and Responsibilities

Outputs and timeframe:
 
Each evaluation team will be collectively responsible for: preparing a detailed evaluation plan under the guidance of the Evaluation Office (first quarter 2012); collecting and analyzing data to distill findings, assessments, conclusions and recommendations (second quarter 2012); and preparing and revising the draft report as required (third quarter 2012). This timeframe is indicative, and will be finalized upon consultations with all concerned.

  • Capacity to work in a small team effectively in a collaborative manner.
  • Strong communication skills which includes the capacity to conduct interviews effectively to gain desired inforation.
  • Capacity to organize and analyze complex information.
  • Capacity to work under time pressure.

Required Skills and Experience

Eligibility criteria
 
List of attributes
Benchmark
Strong analytical skills and development evaluation expertise, including in evaluation design and qualitative data analysis.
Substantial experience in multi-country, strategic and/or complex development evaluations. Overall, at least 5 years of evaluation experience.
Professional expertise related to at least one of UNDP’s programmatic focus areas.
At least 10 years of research or similar professional engagement in these areas.
Good understanding of the role and operational modalities of UNDP and/or similar organizations, including awareness of key UNDP principles such as capacity development and national ownership
Work experience that indicates good understanding of the role and operational modalities of UNDP.
Excellent drafting and communication skills in at least one of the languages required for the respective evaluations (Arabic, English, French, Russian and/or Spanish). Excellent drafting skills in English would be an asset particularly for team leader positions.
A substantial record of professional writing (publications, articles, reports, etc.). Professional engagement involving communication skills (education, public speech, lecture, etc.) would be an asset.
For regional programme evaluations, candidates from the respective regions will be given priority. Extensive work experience in the region may be considered in lieu of nationality.
